Traffic Commission
6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146
Ms. Pheiffer inquired about reducing the number of lanes from two lanes to one lane
before the mock roundabout is installed and then measure the impact it has on the traffic

flow and then measure the total impact after the roundabout is installed.

6. Annual Report

Commissioner Wofsey introduced this item:

There was some confusion as to what information is needed on the annual report or is
the information in a sufficient format and does it meet the City’s requirements as
compared to what is on the report now. Due to some members being new to the
Commission, the annual report will be deferred to the next Traffic Commission meeting.
In the meantime, Commissioner Wofsey and Commissioner Hales will work with staff to

have the annual report re-submitted.

7. Council Liaison Report – Councilmember Carr

Councilmember Carr explained that the City Council is going to finance the replacement
of the roof on the pool. The Council will be considering the cost of the mock roundabout,
and making a determination if they want to finance it. The roundabout actually came out
of the development of the Trolley. When the Trolley was no longer using the roundabout,
Council wanted it reconsidered as it was federally funded and it goes along with the
construction of the Trolley, therefore, Council has to make its decision by the time the
Trolley plans are finalized. If it doesn’t mitigate the traffic problems and it creates other
problems, then it shouldn’t be there. If it does, then Council will consider it in terms of if it
fits in with the Historic Preservation Standards and also how it impacts possibly

University Heights #1 for property reasons.

8. Miscellaneous Business

The Commission will wait on Police and Traffic study information on above item #3 and
will want to review that in advance of getting the next Commission packet.
Ms. Glickert’s request for the hearing assistance device.
Two updates came from staff without presentation. What is the correct approach to that?
There is a need for the public to have copies of the full agenda as well as a sign in sheet
as they enter the meeting.
A resident complained about handicapped parking at The Community Center.
Commissioner Wofsey suggested having staff look into this matter and resolve if for
discussion at the next Traffic Commission meeting.

9. Adjournment

The meeting was adjourned at 7:46 pm
Minutes prepared by Sandy Bradford, Public Works and Parks Liaison
Traffic Commission Minutes – May 8, 2013 Page 4
