Traffic Commission

6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 862-6767, Fax: (314) 863-9146

A G E N D A

TO: Members of the Traffic Commission
FROM: Angelica Gutierrez, Project Manager
DATE: July 5, 2013
July 10, 2013
SUBJECT: Traffic Commission Meeting

July 10, 2013
The next Traffic Commission meeting is scheduled for Wednesday, at 6:30 p.m. at the City Hall
th

5 floor – Council Chambers.Prior to the meeting, we recommend that you visit the site(s). Please call
(314) 505-8568 or email agutierrez@ucitymo.org to confirm your attendance.

AGENDA FOR THE MEETING

1. Call to Order
2. Roll Call
3. Approval of Minutes June 12, 2013 – ACTION ITEM

4. 6552 Julian Ave – Alley One-Way designation

Please find attached a traffic request form submitted by Gabriel Mathieu, requesting for the City to permanently
close the alley located between 6552 Julian Ave. and 6555 Julian Ave, and vacate it to both property owners.
City staff requested that Mr. Mathieu submit a petition with over 75% of the residents of the 6500 block of
Julian Ave as affected households. Mr. Mathieu was unable to collect over 75% of the signatures, since
apparently most of the properties are rented and the property owners were unable to be reached. The City
assisted Mr. Mathieu to mail some correspondence to the property owners, with no success.
In the absence of required documented support for a closure, a second proposal was submitted by Mr.
Mathieu via email to designate the alley as a one-way alley, and reviewed by Public Works-Parks staff.

The Police and Fire Departments and Solid Waste Division were consulted in this matter and their input is as
follows:

Police Department: Not in favor of a permanent closure of the alley as it could hinder Police response in an
emergency situation. It will be prudent to get agreement from the affected households, if the alley becomes
one-way. City of Pagedale will have to be consulted as the north side of the 6500 block of Julian Ave, east of
the alley is in the City of Pagedale.

Fire Department: Agrees with Police Department. If the alley is made one way, it should be southbound. FD
would try to avoid using the alley with Fire Engines due to the condition of the alley and the resident concern.

The Solid Waste Division’s input will be presented at the time of the meeting.

The Public Works and Parks Department will present more information at the meeting regarding current traffic
volumes northbound and southbound on this alley to understand its use and provide a recommendation.
Regardless of the outcome on what direction one-way designation is more practical, this department
recommends that a petition be submitted with over 75% of the affected households. This list of properties will
depend on which way the one-way is decided.

5. Intersection Safety Study and Evaluation of Old Bonhomme and Lafon Place / Crandon Drive

Please find attached study completed by Engineering firm H.R. Green to evaluate safety conditions of the
intersection of Old Bonhomme Rd, Lafon Pl and Crandon Dr.

The Department of Public Works and Parks requests that the Traffic Commission provide comments on all of
the options presented, to advise the Council on future plan of action.
www.ucitymo.org 1
