<br />6. POD’s – Storage units in the Right of Way <br /> <br />The City of University City has Rules and Regulations for any work performed within the right-of-way which <br />requires a permit. Any work within the right-of-way which disturbs or occupies the pavement, curb and gutter, <br />driveway entrances, sidewalk, landscaping or grassed areas, requires a permit. This also includes new <br />construction projects where heavy equipment may damage the Right-of-Way during construction. <br /> <br />The Storage Units or PODs are allowed to be placed on the street (parking lane), only under certain <br />conditions, including: <br />A. Placement of PODs prohibited where regular parking is prohibited to allow proper visibility at <br />intersections, therefore placement of PODs to be prohibited: <br />a) Within twenty-five (25) feet from the intersection of curblines, or, if none, then within fifteen (15) <br />feet of the intersection of property lines at an intersection, except at alleys; <br />b) Within thirty (30) feet upon the approach of any flashing beacon or stop sign; <br />c) Within two hundred fifty (250) feet of any street intersection where traffic is controlled by a traffic- <br />control signal, unless a shorter distance is indicated by signs posted near the curb by authority of <br />the city, in which case the distance indicated by such signs shall control; <br />B. Obey all general parking prohibitions included in the Traffic Code, such as: <br />a) within an intersection, <br />b) on a crosswalk <br />c) Within fifteen (15) feet of the driveway entrance to any fire station; <br />d) Within ten feet of a fire hydrant; <br />e) In front of a private or public driveway; <br />f) Across from a private or public driveway on a street or alley less than twenty-one (21) feet in <br />width; <br />g) Alongside or opposite any street excavation or obstruction when such stopping, standing or <br />parking would obstruct traffic; <br />h) At any place where official traffic signs have been erected prohibiting standing and parking; <br />i) Within fifty (50) feet of the nearest rail of a steam or inter-urban railway crossing; <br />j) Within six feet of any United States mailbox; <br />k) On any unpaved portions of street rights-of-way; <br />l) In city parks or lawns except in authorized parking areas; <br />m) In marked and signed areas no greater than fifty (50) feet in advance of any marked and <br />signed pedestrian crosswalk; <br /> <br />From time to time property owners place PODs on the street without the required permit form the City. In that <br />case, the City writes a letter to the property owner of record and the POD Company requesting immediate <br />action by either, apply for a Right-Of-Way permit, or to remove the POD from the Right-Of-Way. Permits for <br />PODs are valid for 30 days, and can only be extended one time, for a period of 30 days. Most POD <br />companies are aware of municipalities’ requirements. <br /> <br />7. Traffic Commission Rules of Order – By-laws <br /> <br />Please find attached latest revisions to the Rules of Order or By-Laws prepared by Chairperson Commissioner <br />Carol Wofsey. The changes are proposed to clarify roles and responsibilities and are open for discussion. <br /> <br />8. Annual Report Revised <br /> <br />Please find attached a revised report with all items presented to the Traffic Commission for the last fiscal year <br /> <br />and their status, as requested. <br /> <br />9. Mock Roundabout - Update <br /> <br />The proposed schedule has been revised as follows: <br /> <br /> Message boards for announcement of change in traffic pattern are in place <br /> <br /> Webpage and Patch educational material on “How to Drive a Roundabout” posted.
