The option left on the table is the Through Traffic Restriction at peak <br />hours and Ms. Fluharty is in support of this, if it is the only option. She also stated she did not think <br />there was a need for a petition since this Through Traffic restriction will not be affecting residents in the <br />neighborhood. This restriction will only affect traffic cutting through the neighborhood. <br /> <br />Commissioner Tunstall requested Ms. Fluharty to provide information about other residents opinion or <br />if there were more residents in agreement with her. Ms. Fluharty stated that she has not <br />communicated with the other residents since she has been waiting for the commission to provide <br />guidance on which petition to pursue. <br /> <br />Commissioner Womack reported that he visited the site at different hours of the day and did not see a <br />great amount of vehicles traveling or cutting through Mt. Olive Avenue. According to Mr. Womack <br />there was a significant amount of foot traffic and requested to Ms. Fluharty to provide additional <br />information about any other possible issues present at the neighborhood that might be causing <br />additional traffic and speeding of vehicles. Mr. Womack requested that a petition be submitted to the <br />City to demonstrate the consensus of the neighborhood. <br /> <br />Ms. Gutierrez summarized the situation to reflect the fact that any permanent closure of the <br />intersection of Groby Rd and Mount Olive Ave is not an option, and that based on the observations and <br />accident reports provided by Police Officer Margul, the Through Traffic Restriction and its enforcement <br />is appropriate to mitigate the trend of increased traffic at peak hour. <br /> <br />Officer Margul reported that there were static patrols in the neighborhood that did not locate speeders <br />and witness traffic cutting through the area. <br /> <br />The accidents reported within the last 3 years are as follows: <br />Two (2) traffic accidents were reported at Mt. Olive and Groby Rd. <br />Two (2) traffic accidents were reported on Mona Drive. <br /> <br />Based on the nature of the accidents, it is shown that drivers of vehicles involved in the accidents live <br />in the neighborhood. <br /> <br />Commissioner Brot asked Ms. Gutierrez that if the “No Through Traffic” restriction is not successful, <br />can this issue be revisited? Ms. Gutierrez responded affirmatively. <br /> <br />Commissioner Hales asked City staff if there were other options to consider. Officer Margul responded <br />that in his opinion, the “No Through Traffic” restriction is effective for this type of situation as it exists on <br />other streets such as Arcadia, Purcell where people cut through. <br /> <br />Ms. Gutierrez explained that submittal of petitions are optional based on the By-Laws of the Traffic <br />Commission, therefore in this case, a petition is only necessary if the Traffic Commission advise so. <br /> <br />Commissioner Wofsey explained that petition is not required, is optional. <br /> <br />Commissioner Hales asked if it would be possible to collect traffic data. Officer Margul indicated the <br />current speed radar owned by the City displays information but data cannot be downloaded. This <br />speed radar was previously placed in the area in question for over two (2) weeks. The Police <br />Department is exploring to buy a new speed radar. There is a new speed radar currently located on <br />the 6800 block of Delmar for testing purposes which is potentially the type of speed radar that would <br />Traffic Commission Minutes – June 12, 2013 Page 2 <br /> <br />
