Mr. Walker said that they would not be establishing any policy. He said when the
budget was prepared there was an increase in the Cost of Living for all staff
members. Mr. Walker said that was not a policy decision it was a financial budget
decision.

Ms. Carr said that then this would not be an increase to the budget which Mr. Walker
said it was not.

Roll Call vote:
AYES: Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, Mayor
Welsch
NAYS: none

Resolution 2013 – 7 carried unanimously.

2.
Resolution 2013 – 8 was removed.

BILLS

O. CITIZEN PARTICIPATION

P. COUNCIL COMMENTS
Ms. Carr said she liked to solve problems and sometimes it seemed like she was
contrary but she has had the Sutter Meyer House on her mind. She had the City Clerk
pass out information on the Capital Asset Statistics in the Comprehensive Financial
Comprehensive Report. She noted that under Culture and Recreation the Sutter Meyer
historical building but the Green Center was not listed. The second page she provided
was from the Green Center’s website describing their lease with the City. Ms. Carr spoke
on Clayton’s Hanley House which is part of a park. She said it struck her as the obvious
thing was to make the Sutter Meyer part of a park in University City and could legitimately
chip in for whatever was needed. Ms. Carr said the Society would still exist and it would
not affect the Society at all. She said she was not presently arguing the point but rather
planting a seed. Ms. Carr noted the Parks and Recreation Department in Clayton
handled the Hanley House; they still have their Historical Society that fixes their special
programs, so allows for the special attention when needed, as apparently the Sutter
Meyer Society does not have the ability to raise the kind of funds that are needed. She
said the Sutter Meyer House is like the Hanley House, the oldest building in their
community and might consider making the Sutter Meyer House one of University City’s
parks.

Mayor Welsch said the City of Clayton manages the Hanley House, pays for everything
in the Hanley House it is fully a City owned and operated property. As being part of the
Sutter Meyer Society in its beginning, she would love it if the Sutter Meyer Society was
fully supported by the City.

Mayor Welsch noted she attended two ribbon cuttings, and encourages everyone to
check out the new Fortel’s pizza on Hanley and the Cookies and Popcorn Factory on
Delmar. She said she spoke at the downtown Y in St. Louis about women getting
19
