<br />passed two weeks ago and now the very first meeting afterward, Council was asked <br />to give the Cost of Living Adjustment to the City Manager. <br /> <br />Ms. Carr said she thought it should have been included in the budget if it was <br />intended. She wanted to make it clear that the Cost of Living increase was not part <br />of a merit increase so it seemed to her that it should have been considered in the <br />budget as they were adding things up to the eleventh hour. <br /> <br />Mr. Glickert said he had no comment. <br /> <br />Mr. Sharpe said the City Manager should have a Cost of Living increase. <br /> <br />Mr. Crow said he respected his colleagues in their position. He said that no one <br />wants the employees not to get a Cost of Living increase for the City employees but <br />to the citizens who pay the bills around here, Council voted on this budget two weeks <br />ago, knowing it did not have a salary increase for the City Manager and now was the <br />first change Council was making to the budget. <br /> <br />Mr. Walker stated this was no change to the budget; the two percent Cost of Living <br />was factored in to all the budget information that was provided to Council. He said <br />perhaps Councilmember Crow had a different recollection, as he recalls no <br />discussion at all of the City Manager’s Cost of Living increase. <br /> <br />Mr. Crow said he believed there was a question asked, as it was by him. He said if <br />the City Manager was included in on last week’s numbers he would still have voted <br />for it but if he wasn’t and we all knew he wasn’t. <br /> <br />Mr. Walker said the City Manager’s Cost of Living increase was included in those <br />numbers and that was the answer. He said if Council chooses not to approve the <br />resolution, then the budget would be reduced by that two percent. <br /> <br />Mr. Kraft said it was unclear as to how the City Manager’s contract was written as to <br />whether he automatically got the same COLA that all employee got. The City <br />Attorney said that was not the way the City Manager’s contract was written. He was <br />certain that the City Manager was not included in the COLA given to the employees <br />but if it is given to all employees, the City Manager is one of the City’s employees. <br /> <br />Mr. Crow said he was going to try one more time, stating the numbers were in but <br />the resolution that Council voted on and the job classification that were included did <br />not include the City Manager’s Cost of Living increase. Mr. Crow said he saw the <br />shaking of heads from the head of Public Work and Finance and said okay. <br /> <br />Mr. Price asked if every employee will get two percent. Mayor Welsch stated that <br />would be the result of this vote. <br /> <br />Mr. Kraft asked for a roll call vote. <br /> <br />Ms. Carr asked in making sure that the money has already been put in and now they <br />have established a policy that Council intended to pay for every employee. <br />18 <br /> <br /> <br />
