<br />2. <br />Staff Recognitions presented by Fire Chief Adam Long. <br />Fire Chief Adam Long presented life-saving awards to one citizen and five <br />paramedic/firefighters. <br /> <br /> Ladarius Tisdale was presented with certificate for a citizen life-saving-award. <br />The Fire Chief noted on May 7, 2013, an unresponsive emergency call was <br />placed from the University City McDonalds. Mr. Tisdale, a McDonald’s <br />employee, provided excellent care for the victim until paramedics arrived. <br /> <br /> March 8, 2013, the paramedic crew of Shawn VanWinkle, Bryan Wiegers, Joel <br />Myers, Krisopher Guittar and Steve Brockman responded from Engine House 1 <br />to an unresponsive person. After eight minutes of life-saving efforts, including <br />CPR, defibrillation and administering intravenously life-saving drugs; the patient <br />started breathing on his own. The quick action and professionalism of the five <br />men from University City Fire Department enable the patient to walk away from <br />the hospital a few days later. <br /> <br />3. <br />Kingsbury Avenue sidewalk replacement project recommended by staff to be <br />awarded to SBC Contracting, Inc. in the amount of $41,925.00. <br /> <br />Mr. Sharpe moved to approve, was seconded by Mr. Glickert and carried <br />unanimously. <br /> <br />4. <br />Sanitary sewer lateral repairs, staff recommended award to low bidder, Labibco, LLC <br />in the amount of $130,948.00. <br /> <br />Mr. Price moved to approve, was seconded by Mr. Glickert and carried unanimously. <br /> <br />5. <br />Authorization for the City Manager to enter into a contract with Armstrong Teasdale <br />for legal services for possible formation of a Delmar Loop Community Improvement <br />District. <br /> <br />Mr. Sharpe moved for approval and was seconded by Mr. Kraft. <br /> <br />Mr. Price asked how it related to or affected Loop Businesses. <br /> <br />Director of Community Development Andrea Riganti provided a little background. <br />She stated that this special business district requested $40,000 in Economic <br />Development Retail Sales Tax funds for legal services to explore the possibility of <br />disbanding the Special Business District and forming a Community Improvement <br />District that would be identical to a Community Improvement District in the City of St. <br />Louis. She said currently the municipalities have Special Business Districts that are <br />limited in terms of their funding sources and its use and the general nature of its <br />purpose. Both business districts are looking for a cohesive approach to use the <br />funds as well as in planning efforts. Ms. Riganti noted the Loop Special Business <br />District recommended this formation with the expiration of the two concurrent groups. <br /> <br />Ms. Carr asked what would be the benefits for the City, as it was clear what the <br />benefits would be for the property holders in the Loop. <br /> <br />3 <br /> <br /> <br />
