Mr. Crow asked why the <br />City was being asked to pay for it. <br /> <br />Ms. Riganti noted the $40,000 was approved last year by the Economic <br />Development Retail Sales Tax Board, as well as City Council. <br /> <br />Mr. Crow said so because money from the Economic Retail Sales Tax it was set <br />aside, the Council would have to approve the contract. <br /> <br />Ms. Riganti said her statement was the budget was approved last year. <br /> <br />Mr. Crow noted he has a question of the benefit to the City, as to the benefit to one <br />of the landowners. <br /> <br />Ms. Riganti noted that one of the work products the City asked for the attorney to <br />prepare was an educational component as to what the benefits were of the <br />Community Improvement District and its significant outreach of public involvement. <br />She stated that part of it could be what the benefits were to the community and the <br />City in forming a C.I.D. <br /> <br />Mr. Glickert asked Ms. Riganti if she knew what Skinker/DeBaliviere Council would <br />be appropriating to the contract with Armstrong Teasdale. Ms. Riganti said their <br />share was of equal amount, $40,000. <br /> <br />Mr. Kraft noted the Council was voting to have an attorney tell Council about a <br />formation of a C.I.D. and Council could vote it down if it was not liked. Mr. Kraft said <br />he would not mind paying for an attorney but would not want to pay the attorney he <br />would be negotiating with later. He asked if the Loop Special Business District had <br />their own funds. <br /> <br />Ms. Riganti stated they did, collecting around $70,000 a year. She said the Loop <br />SBD did request funds from the Economic Retail Sales Tax in the City for the legal <br />services. Ms. Riganti noted the attorney will be engaged by U-City and also by <br />Skinker/DeBaliviere Neighborhood Council. <br /> <br />Mr. Kraft asked if the attorney being hired was the City’s attorney. Ms. Riganti agreed <br />that would be the case. He said the ambivalence he hears is that the City would pick <br />up the whole tab <br /> <br />Mr. Walker stated by hearing some of the questions and concerns, he will withdraw <br />this item and have farther discussion with staff. <br /> <br />Mr. Glickert said it would need a motion to postpone. Mr. Glickert said the motion <br />before Council is to postpone discussion of entering into a contract with Armstrong <br />Teasdale, until staff has further time to study and bring back to Council.
