<br />Mayor Welsch clarified that the Bike/Walk Master Plan did not come from her <br />charge to the task force. She said the City of University City was awarded a <br />grant of $62,000 from Trailnet to do the Bike/Walk Master Plan after the task <br />force started its business. She said it was not an effort by her to override the rest <br />of Council to do a master plan and no one will see a master plan mentioned in <br />her charge. Mayor Welsch noted that the task force was approached by Trailnet <br />and offered a $62,000 grant to do a formal bike/walk master plan. Mayor Welsch <br />stated that the previous Council and administration approved the grant and the <br />task force became the citizen driving committee as Trailnet has done in other <br />towns. Mayor Welsch just wanted to make it clear that Bike/Walk Master Plan <br />was done with the $62,000 grant from Trailnet. <br /> <br />Mr. Crow said that it was clear that most of Council were concerned about <br />walkability and rideabilty. He said common sense would show that when the <br />audience swells before a Council meeting there was probably something going <br />on that the City has not quite dealt with yet. Mr. Crow stated he found it odd that <br />in 2013, they are looking to supplement a 2005 Plan. He concurred with Mr. <br />Price regarding Council’s questions on funding priorities and should not pass <br />anything until further attention has been given. <br /> <br />Mayor Welsch clarified that the City staff invited people to come tonight because <br />this is a public hearing and the purpose of a public hearing is to get input from <br />residents. She also clarified that there was no vote scheduled on this tonight, <br />prior to Ms. Carr adding her item to the agenda. She said that Mr. Walker and <br />the staff had it put on the agenda for a public hearing only. Mayor Welsch stated <br />no member of Council was being asked by staff to vote at this meeting but was <br />only asked to listen to our residents and to keep those questions and answers in <br />mind as The City moved forward in the process which was not yet finished. <br /> <br />Mr. Price said the bottom line was there was no consensus to do anything with <br />this. He said he still needed the City Manager or someone to give him the <br />answers to his questions regarding the cost analysis, the City commitment, the <br />right-of-way issues and the liability issues. He also mentioned again that staff did <br />not have the right to fast-track commitments of budgetary funds; because he was <br />told at a Council’s study session that there were fund commitments that had to be <br />made. <br /> <br />Mayor Welsch asked Mr. Walker if he had a clear idea of what Mr. Price was <br />asking and she also asked members of Council if they had any other questions, <br />to please respond to Mr. Walker. <br /> <br />Mr. Walker stated that he and his staff would respond to all of the questions that <br />were made from the public hearing. He said that was the purpose of the public <br />hearing, to hear the public and Council and then prepare responses. <br /> <br />Mr. Glickert stated that having a business background, he has worked with plans <br />his entire career and essentially a plan sometimes has to be deviated from, it is <br />an illustration, it is a vision. He stated this is a great plan and would like to see it <br />move forward. Mr. Glickert said the public hearing brought up points that needed <br />11 <br /> <br /> <br />
