<br /> <br />Ms. Riganti said that was correct. She said the Charter states the Plan <br />Commission shall prepare and submit for City Council’s approval, a master plan. <br />She said the Plan Commission prepares something for City Council to consider. <br /> <br />Mr. Kraft asked if the Plan Commission was voted on. <br /> <br />Ms. Riganti said that was correct. <br /> <br />Mr. Kraft asked what the Plan Commission’s vote was. <br /> <br />Ms. Riganti said the vote was a unanimous approval. <br /> <br />On a further Point of Information, Mr. Kraft asked if the plan had been to other <br />commissions. He said that as being a liaison on other commissions, this plan has <br />come across the Tree Commission, the Library Commission, the Park <br />Commission and the Traffic Commission. He asked if any of their votes were not <br />unanimous. <br /> <br />Ms. Riganti said not to her recollection. <br /> <br />Ms. Carr stated that Mr. Price and the rest of Council deserved answers. She <br />said just because you took it to the commissions, it was not brought back to <br />Council to find out if it was Council’s wish. Ms. Carr stated that this came out of a <br />tasking by the mayor, who is one of seven. She said there was no universal or <br />majority agreement from Council for this task force or plan. She read the Charter <br />statement again for clarification, “The Plan Commission may make <br />recommendations to the Council, including a master plan” but Ms Carr said this <br />report was not the master plan for the City but was a supplement to the master <br />plan. Ms. Carr said she understood the desire for biking and walking in the City, <br />but the process was flawed, just as Mr. Price said earlier with the Seniors and <br />Youth Task Force. She said there are parts of the plan that are good, but there <br />are clearly parts of it that would not stand up to the City Charter. She stated let it <br />go to the Plan Commission where they can pull it apart as to what will work. Ms. <br />Carr said this plan should get some real study because she has spent weeks <br />reading through it, making notes and trying to understand what the City would be <br />obligated for and what type of authority they would be abdicating. Ms. Carr said <br />her idea would be to do one project at a time and actually go all the way through, <br />but that required extensive citizen contact, not 1 out of 1,000. <br /> <br />Mr. Kraft asked for Point of Information because he wanted to know if there was <br />anything in the plan that obligated Council to do anything. <br /> <br />Ms. Riganti said it was just like other plan, it is a vision, a blueprint, not a financial <br />commitment. She said as it comes to project implementation, each <br />recommendation would be vetted through the proper process which would <br />include all of the proper boards and commissions as well as bringing it back <br />before the City Council. <br /> <br />10 <br /> <br /> <br />
