Mr. Price asked staff when did this plan become the top priority and <br />who decided to bypass the normal channel in order to fast-track it. <br /> <br />Mr. Kraft asked for Point of Order because the motion was out of order. <br /> <br />Mayor Welsch stated that there was a motion and a second on the floor, but she <br />asked Mr. Walker to have the opportunity to answer Mr. Price’s question, so it <br />would be considered as they move forward with the motion. <br /> <br />Mr. Walker said that he did not believe staff has made any suggestion as to what <br />Council should do in terms of dealing with this particular plan. He said this plan <br />had been prepared and has come forward as part of the budget process to <br />identify some of the implication associated with the plan. He said the plan speaks <br />to various funding sources and that has been the only involvement of staff. He <br />noted that Mr. Sharpe had indicated that there was a motion to refer it back to the <br />Plan Commission and stated that staff cannot add any more than that. <br /> <br />Mr. Kraft stated that before he makes his Point of Order, he wanted to verify that <br />it was his understanding that it was going back to the Plan Commission after <br />tonight’s public hearing. <br /> <br />Ms. Riganti said that was not correct. She said what was going to happen was <br />that at a subsequent meeting a recommendation from the Plan Commission <br />would be brought to City Council for approval. She said once you have a <br />recommendation before you, then you could remand something back to Plan <br />Commission for further consideration, but at this point there was nothing from <br />Plan Commission to be considered. She said the Charter stated that the Plan <br />Commission has the authority to prepare for City Council consideration of a <br />master plan that considered all development, such as bike/walk which is part of <br />development. Therefore, the plan was being submitted to Council as a <br />supplement because it involves development and is coming from the Plan <br />Commission. She noted under the Charter, the Plan Commission shall prepare <br />for City Council consideration of a master plan. <br /> <br />Mr. Kraft stated his Point of Order as being out of order on sending the Bike/Walk <br />Master Plan back as there was nothing to remand back to the Plan Commission <br />because it has not been given to Council. <br /> <br />Mr. Price stated that he agreed with Mr. Kraft as it being out of order because it <br />came to Council out of order. He said it should not have left the Council Study <br />Session because there were no agreements on what was going to take place with <br />it. Mr. Price said there were only questions and disagreements. He said he has <br />a lot of questions regarding right-of-ways and easements that should not be <br />blown away because people need to know. <br /> <br />Mr. Kraft asked for Point of Information saying that when he was the liaison in <br />Plan Commission, there were a lot of things that came to Plan Commission that <br />Council had not pre-approved. <br />9 <br /> <br /> <br />
