Ms. Carr said she <br />had an alternative approach for approving the plan which would be to take the <br />plan to the Plan Commission for dissection, analysis and consideration of <br />incorporation of parts into the Comprehensive City Plan being developed. She <br />noted that $36,000 for bicycle facilities is proposed in the CIP for 2014-2018, <br />which assumed the adoption of the plan but the plan has not been adopted. Ms. <br />Carr stated that the plan has been marched through the processes without the <br />expressed desire of a majority of the Council and in the face of some objection in <br />doing so. <br /> <br />Ms. Carr moved that they send the Draft Bicycle and Pedestrian Plan along with <br />the comments from the just held Public Hearing and the comments from this <br />Council back to the Plan Commission to be read, analyzed with regard to <br />compliance with the Charter and University City Municipal policies, and <br />considered for incorporation into the new Comprehensive City Plan that is in <br />process of being developed and was seconded by Mr. Price <br /> <br />Mayor Welsch stated that she was not clear on the motion if it applied to the 2005 <br />plan or the plan that is presently being worked on and was not sure if Council had <br />the authority to tell the Plan Commission what to do. She asked Mr. Walker if the <br />plan, after the public hearing, was going back to the Plan Commission. <br /> <br />Mr. Walker asked Ms. Riganti, Director of Community and Development to speak <br />on that behalf. Ms. Riganti clarified that the plan was being walked through the <br />process as a supplement to the 2005 Comprehensive Plan, not an amendment <br />and they were not revising anything that was included in the 2005 Plan. She said <br />the Plan Commission did approve the plan and was processing it as a <br />supplement to the 2005 Comprehensive Plan. In accordance with the Charter a <br />public hearing was held tonight. Then staff through the Plan Commission will <br />bring forward a recommendation on the adoption of the plan. She said that in <br />terms of Council authority, Council has the authority to refer a matter back to Plan <br />Commission for additional consideration. <br /> <br />Mayor Welsch said that the Plan Commission talked about the plan coming back <br />to them. <br /> <br />Ms. Riganti said the Plan Commission did indicate that due to the timing of the <br />plan and the possible consideration of certain projects for grants, as some <br />granting authorities looked more favorably on projects that included a bike/walk <br />plan in the overall comprehensive plan rather than a stand-alone plan. Ms. <br />Riganti said the City wanted to adopt this plan as a supplement to the <br />Comprehensive Plan of 2005, however it would also be considered for <br />incorporation in the next iteration of the Comprehensive Plan. <br /> <br />Mr. Price said that the whole process needed to desist because at a Council’s <br />study session the big issues with cost was not addressed and money will be <br />siphoned off to maintain the path, but the City has not been able to maintain their <br />streets now.
