The staff
recommended approval of the Senior Commission and the Youth Commission
proposed ordinance.

Abbie M. Carter, 1135 Watts Avenue
Ms. Carter represented the Task Force for seniors and youth. She stated that a copy
of their report was given to the City Council in April. She said the task force had a
regular attendance of around fifteen volunteer residents. Ms. Carter said they
started in October 2010, with a charge of communicating with the seniors and youth
residents about their opinions of University City. She said that they did surveys,
which were hard copies or available online, with 51 questions for the youth and 54
questions for the seniors. Ms. Carter stated that they received 500 replies from the
youth and 368 replies from the seniors. She said the task force recommended a
separate commission for seniors and one for youth. Each commission would follow-
up on the recommendations of the task force and oversees potential development of
new initiatives. She said a few of these recommendations for the youth were to work
on gang prevention; create a community garden; determine the best course of action
to reduce teen pregnancy; create a youth non-smoking community in University City;
create a community-wide anti-drug campaign; and work with the regional art
commission on their community art training. Ms. Carter said some seniors stated
that they would like more communication between them and the City. The task force
recommended developing a one-page educational piece that could be mailed with
the refuse bill and/or on the University City website. She said they also
recommended identifying City staff or partnering with a community agency to seek
grant funding and to explore the possibility of hiring a full or part-time staff person to
serve as a resource liaison. Ms. Carter also mentioned exploring options in
identifying a handyman program to help seniors. She stated that you could go to the
City’s website to view the entire report. Ms. Carter said they were committed as a
committee in forming a youth commission and a senior commission and were willing
to do whatever was needed to make it happen.
4
