She said she has in the
past worked with the youth, with Frank Ollendorff, and with the Strategic Planning
Committee. She urged the Council to pass this bill because it was very important to
have youth and seniors’ input for the future of University City.

Mr. Price stated that the issue may be getting a budget for the seniors and youth
because some people talk about helping and supporting, but not financially. He
stated that he has always supported seniors and youth and his budgetary actions
have spoken loudly to that effect. Mr. Price said that the issue was not developing
commissions, but that it must flow through the proper channels. Mr. Price suggested
that the request for Seniors and Youth Commissions be examined by the City
Manager for strategies on development for each commission. He said that the
Council would get a better idea of what structure would be needed or if it could be
done. He also mentioned that no member of the City Council could appoint more
than one person. Mr. Price stated that he felt it was no longer in the Task Force’s
court but rather in the City Council court. He stated that he was asking Mr. Walker to
examine what structures were needed.

Mr. Kraft concurred with Mr. Price regarding the Seniors and Youth Task Force. He
thanked the task force for their hard work and informative recommendations. Mr.
Kraft agreed that discussion would be needed as to what youth memberships would
entail and might seek a legal opinion. He also thought a one-year term would be the
best for a youth member. Mr. Kraft agreed the commission membership should be in
multiple of sevens. He also stated in the report and would be very impressed if these
commissions could solve any of the problems stated earlier because they were
nationally known problems in many communities. Mr. Kraft asked if the commissions
could be effective with amateurs on the committee. He also noted it would be good
to have a member representative from the Library. Mr. Kraft noted that more
planned activities for seniors are needed which a good start would be at Centennial
Commons. He recommended the task force to partner with the existing University
City Senior Resource Team for guidance because they have extensive information
and access to resources.
