Mr. Glickert said the developer has purchased two homes on Mona Drive <br />in University City to be redeveloped, which would be used to house two employees <br />of the new business on the southeast corner of North & South, who are transferring <br />from Illinois to work in the new medical building. . <br /> <br />3. Boards, Commissions and Task Force Minutes <br /> Mayor Welsch stated that City Council received copies of the Board and Commission <br />minutes in their packets. <br /> <br />4. Other Discussions/Business <br /> <br /> Mayor Welsch/Mr. Glickert will ask for a Council subcommittee to assist in <br />preparing an evaluation process for the City Manager and the City Clerk <br /> <br />Mayor Welsch stated that she sent the Councilmembers an e-mail on Monday, <br />March 18, 2013, with attachments of the master evaluation forms for the City <br />Manager and City Clerk from last year. Mayor Welsch noted that in that <br />document she asked if two or three Councilmembers would be willing to work in a <br />subcommittee to look at the evaluation forms and come with any suggested <br />updates if needed to begin the evaluation process for the two employees. She <br />suggested having this done no later than July 1, 2013. <br /> <br />Ms. Carr, Mr. Glickert and Mr. Crow stated that they would serve on the <br />subcommittee to review the City Manager and City Clerk evaluation forms. <br /> <br />Mayor Welsch reminded Council that the goal to complete the evaluations would <br />be the beginning of the next fiscal year. Mayor Welsch asked Ms. Carr if she <br />would like to be in charge of setting up the subcommittee meetings, which Ms. <br />Carr agreed.to do. <br /> <br />Mr. Glickert felt that the evaluations should be completed sooner than July 1, <br />2013, to be in connection with the budget for next year. <br /> <br />Mayor Welsch thanked everyone on the subcommittee for accepting to work on <br />the evaluations. <br /> <br /> <br /> Ms. Carr /Mr. Price – University City Bicycle and Pedestrian Master Plan <br />Ms. Carr stated she asked for this to be put on the agenda even though they had <br />a public hearing because in the public hearing notice it stated that the City <br />Council would be considering the adoption of the draft plan as a supplement to <br />University City 2005 Comprehensive Plan update. Ms. Carr said that this was a <br />new vision different than the 2005 Comprehensive City Plan and that the City was <br />in the process of developing a new comprehensive plan. She said the Mayor <br />gave the members of this task force which she appointed, charges and these <br />charges were not authorized by City Council. Ms. Carr stated that the City <br />Council determines the policy and at any time the City Council could have met <br />with the mayor, voted on and agreed upon the charges. Ms. Carr stated that the <br />City Council did not express a desire to move forward in making University City a <br />complete streets community.
