She noted that she and her husband come to the <br />Loop because it has free parking. <br /> <br />Paul Schoomer, 7 Princeton Pl <br />Mr. Schoomer mentioned to Ms. Glickert that the property she wanted from <br />Washington University was in the City of St. Louis. He said more parking will be <br />needed when the trolley goes through. Mr. Schoomer said the plan in front of the <br />community was a draft and not final until the Plan Commission passed it to <br />Council for passage or not. He strongly recommended that Council remove the <br />recommendation for a change until a study of the parking need was completed. <br /> <br />Mr. Price condensed his motion to, “Free parking in the Loop remain in the Loop <br />and a dialog be set forth in partnership with the City and the Loop Business <br />District looking for creative alternatives to retain free parking in the Loop.” <br /> <br />Mayor Welsch said she supported Mr. Glickert in his call for a parking study for <br />the whole area. She could not support the motion as stated because she believes <br />the Council should not do anything until the issue came to Council from the Plan <br />Commission. <br /> <br />Mr. Sharpe said he was favor of the motion but thought Council should wait until <br />the issue was brought before Council from the Plan Commission. He also <br />strongly suggested collaboration between the City and the Loop Special Business <br />District so the business owners could have some part in paying for the paving of <br />the free lot. <br /> <br />Mr. Kraft stated that he did not think the motion changed anything one way or the <br />other. He would have liked it at a later time so Council would know what they <br />were voting on. <br /> <br />Mr. Glickert said the Council was moving in the direction that the lot would be a <br />free lot and could now begin proceedings with Loop merchants, wait for the Plan <br />Commission to come back with their recommendations and find a creative way to <br />move forward with merchant discussion. He said he could not support the motion <br />as it did not have a time line, was not specific enough and was somewhat policy- <br />oriented. He said Council should not do anything with policy unless the citizens <br />had an opportunity to speak at a Public Hearing. <br /> <br />Mr. Price said it has nothing to do with the Plan Commission; philosophically <br />people have positions and views on what they see envisioned in the Loop.
