<br />Roll Call vote on the motion to “ Free parking in the Loop remain in the Loop and <br />a dialog be set forth in partnership with the City and the Loop Business District <br />looking for creative alternatives to retain free parking in the Loop.” <br /> <br />AYES: Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Sharpe and Mr. Price <br />NAYS: Mr. Glickert and Mayor Welsch <br /> <br />The motion carried by a majority. <br /> <br />Mr. Price said his second agenda point was discussed in all of the previous <br />discussion. <br /> <br />Mr. Kraft asked to speak on a report for one of the commissions. He commented on the <br />actuary reports about the pension plans being alarmingly underfunded. Buck Consultants <br />reported non-uniform fund is underfunded by 4.4 million dollars and the uniform fund was <br />underfunded by 4.7 million dollars. Mr. Kraft noted the Council needed to talk to the <br />consultants about their assumptions that go into the report, as to the percentage of the <br />rate of return used. <br /> <br />M. NEW BUSINESS <br />RESOLUTIONS <br />1. <br />Resolution 2012- 6 Municipal Recycling and Waste Reduction <br /> <br />Mr. Sharpe moved for approval was seconded by Mr. Kraft and the motion carried <br />unanimously. <br /> <br />BILLS <br />INTRODUCED BY Mr. Glickert <br />2. <br />BILL 9158 - An ordinance amending Chapter 34 of the Municipal Code of the City of <br />University City, relating to zoning, by amending Section 34-104.2.1 thereof, relating to <br />permitted signs; containing a savings clause and providing a penalty. <br /> <br />O. CITIZEN PARTICIPATION (continued if needed) <br /> <br /> <br />P. COUNCIL COMMENTS <br />Ms. Carr reminded people that Ward 3 was having a meeting and would be addressing <br />how to keep their home, property and neighborhood safe. The new High School Principal <br />Michael Macklin would be present. <br /> <br />Mr. Price stated that Mr. Sharpe and I would like to pull the Closed session till the next <br />meeting. Mayor Welsch said that had been discussed earlier in the Study session. <br /> <br />Mayor Welsch announced next Monday, July 16; the City Council will hold a Special <br />Meeting to discuss the latest information on the proposed new trolley. She said East West <br />Gateway and the Loop Trolley Co would be present to answer Council questions. Mayor <br />7 <br /> <br />
