The public hearing closed. <br /> <br />Staff Comments <br />Mr. Greatens summarized items from the staff report; he stated that this was a Conditional Use <br />Permit for a resale/thrift store which required a C.U.P. in the GC General Commercial District, <br />thus, the issue was the appropriateness of the proposed use at this location. He stated that based <br />on surrounding uses, the proposed use was compatible and appropriate for this location. Mr. <br />Greatens stated that the existing telecommunication facilities would remain on-site and remain <br />subject to the conditions of approval for the C.U.P. it was approved under. He stated that the <br />development was subject to the Olive Boulevard Design Guidelines and that all streetscape <br />features would require MODOT approval and compliance with the Olive Boulevard Standards; <br />MODOT approval would also be required for ingress/egress. Mr. Greatens stated that the <br />applicant had provided a list of sustainability features proposed by the applicant and that staff <br />suggested adding a white roof system as a sustainability feature. Mr. Greatens also stated that <br />drainage and grading would be subject to MSD approval. <br /> <br />Mr. Greatens stated that it was recently brought to the attention of staff that there was concern <br />from the applicant regarding Condition 11 of the staff report, pertaining to the hours of <br />operation. <br /> <br />Mr. Kahrs stated that the current store was open from 9 a.m. to 8 p.m. and they wanted to make <br />sure all donations were inside at the end of the day and not in view of the public. <br /> <br />Mr. Greatens stated that staff recommended a revision to Condition 11 of the staff report, <br />changing it to 9 a.m. to 8 p.m. on Monday through Saturday and 10 a.m. to 6 p.m. on Sunday. <br />He stated that staff recommended approval of the Conditional Use Permit application with the <br />conditions in Attachment B of the staff report with the revision to Condition 11 as stated. <br /> <br />A question was asked about the residents to the north and if any of the issues with the current site <br />could follow to the new site. Mr. Kahrs stated that recently there were no issues he was aware of <br />with residents. <br /> <br />A question was asked about the sidewalk on North and South Road. Ms. Riganti stated that the <br />sidewalk and potential connections would be evaluated when the City does something with that <br />property. Regarding the current Goodwill location, she stated that the Department of <br />Community Development had not received complaints from neighbors, but there were some <br />property maintenance issues and some improvements had been made. Mr. Lai stated that as part <br />of the Conditional Use Permit application, notification of property owners within 185 feet was <br />required and this included some of those behind the current Goodwill location. <br /> <br />Ms. Greening made a motion to approve the Conditional Use Permit for a thrift/resale store with <br />the conditions in Attachment B of the staff report with the revisions to Condition 11 regarding <br />the hours of operation.
