SESSION 1689 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />MARCH12,1997 <br /> <br />A special meeting of the City Council of University City was held in Room 6 of City Hall on Wednesday, March 12, 1997, to <br />consider bids for new police vehicles and bids to purchase and install a new filter system for Heman Park Pool. Notice of <br />the meeting was posted Monday, March 10, 1997. Mayor Joseph L. Adams called the meeting to order at 5:04 p.m. In <br />addition to the Mayor, the following members of the Council were present: <br /> <br />Mr. Wayne I. Munkel <br />Mr. Robert G. Wagner <br />Mr. Lawrence Lieberman <br />Mr. Paul E. Schoomer <br /> <br />Mrs. Betty L. Thompson and Mr. Hardy Ware were absent, Also present was City Manager Frank Ollendorff. <br /> <br />POLICE VEHICLE PURCHASE <br /> <br />Mr. OIlendorff recommended the approval of the low net bid of$169,100 for the purchase of fourteen 1997 Chevrolet <br />Lumina Sedans with police packages from Butler Chevrolet. Thirteen vehicles will be traded in instead of fourteen, due to <br />one vehicle being in an accident. The wrecked vehicle will cost as much to repair as we would receive for it in trade in and <br />therefor will be better kept for spare parts. The bid originally asked for trade in allowance for fourteen. Mr. Ollendorff <br />stated that the $169, 100 is with a trade in allowance of thirteen vehicles. Deadline for factory orders on this model is March <br />17th. The bids were as follows: <br /> <br /> Unit Price Trade In Total <br />Ackerman Chevrolet $17,147 (39,000) $201,058 <br />Butler Chevrolet 17,900 (86,700) 163,900 <br /> <br />Mr, Schoomer moved acceptance of the purchase of the police vehicles as recommended. Mr. Wagner seconded, which <br />carried unanimously. <br /> <br />HEMAN POOL FILTER RFPLACEMENT <br /> <br />Bids were received for the purchase and installation of the large filters and rebuilding the structure holding the filter tanks at <br />Heman Park Pool. The bids include engineering plans. The old charcoal system has sprung pinhole leaks. It has been <br />repeatedly patched. <br /> <br />Mr. Munkel asked how old the filter system is. Mr. Ollendorff responded that the system was eight years old and the fve <br />year warranty had expired. <br /> <br />Mr. I ieberman asked if the water was the cause of the corrosion. Mr. OIlendorffsaid that they believe that it is the chlorine <br />from the water that is the cause of the corrosion. The pressure of the water and the chlorine being pushed through the <br />filters is causing the pinhole leaks. Mr. Ueberman commented that eight years is not a very long time for the life expectancy <br />of this system. Mr, Ollendorff agreed and stated that the system that is being recommended will have diatemaceous earth <br />(D.E.) filters that will produce better and last longer than the current system. Mr. Ueberman said that he was aware of the <br />benefits of the D.E. system and agreed that it would be a good system to install. <br /> <br />Mr. Ollendorffsaid that it was actually cheaper to buy the D.E. system, as well. Most companies still install only the older <br />systems which are considerably more expensive. The alternate bids received were for the older systems, so that cost <br />comparisons could be made between types of systems. Mr. Ollendorff recommended award of the contract to the low <br />bidder, Preferred Pool for $69,901 with an engineering allowance of $7,901 for Hunsaker Engineering. $60,000 was <br /> <br /> <br />
