January 22, 2007 <br />recreation department be permanently transferred from City Hall to Centennial <br />Commons. <br /> <br />Arthur Carter, 1127 Burch Lane <br />Mr. Carter came before the Council to call attention to the cable franchise price increase. <br />Mayor Adams said that the cable industry is controlled by the Federal Congress and the <br />Communication Acts; the City is prohibited from controlling any such rate changes by the <br />Federal legislation. <br /> <br />COUNCIL COMMENTS <br />Ms. Brot reminded Council of the Big Read program pizza lunch and program on <br />February 17. She said Councilmembers should have received their copy of the book <br />Farenhheit 451. She again asked for help from the Council furthermore, she encouraged <br />everyone to check at the library where there will be many Big Read events going on in <br />February. <br /> <br />Mr. Glickert, in response to the request from Ms. Elsie Glickert, asked the City Manager <br />to find the money to pay for half of the cost of the replacement steps for the Natatorium. <br />Mayor Adams said that he would like to see the source for this money. Ms. Feier said <br />she would look at the budget and present some ideas to the Council for approval. <br /> <br />Mr. Price reminded everyone of the necessity to keep Ameren UE under scrutiny. He <br />suggested writing a collective letter to the PSC encouraging Ameren UE to plan for future <br />electrical outages now. He also reminded everyone of the street light outages that <br />University City has experienced, one light being out for 600 days before Ameren UE was <br />able to fix it. Such action indicates Ameren UE does not have a workable maintenance <br />plan. <br /> <br />Ms. Brot asked if Ms. Feier had received a response regarding her written request for <br />Ameren CEO to talk to our Council about the problems, a copy of their maintenance <br />schedule, and their plans to handle future catastrophic emergencies. Ms. Feier said that <br />she did receive a letter, but it had not addressed all of her requests. She said that she <br />would draft a Resolution for the next Council meeting to send to the Public Service <br />Commission. Ms. Brot also commented that the City leaders should be ashamed to say <br />that we cannot pay one-half of the cost to replace the needed steps for handicapped at <br />the Natatorium. She said that the Council should be sure of its values and obligations to <br />our citizens at the next budget study. She thanked Ms. Glickert for bringing these issues <br />to the Council. <br /> <br />Mayor Adams moved to go into Executive session dealing with 610.021(1), (2) and <br />610.021(12) and (15) and was seconded by Mr. Wagner. <br /> <br />Roll Call vote was as follows: <br />AYES: Ms. Ricci, Mr. Glickert, Ms. Brot, and Mr. Price, Mr. Wagner, Mr. Sharpe, Jr., <br />and Mayor Adams <br /> <br />Meeting was adjourned at 8:05 to reconvene on the second floor conference room for the <br />Executive session. <br /> 7 <br /> <br />
