work schedule. Ms. McGinnis stated she would take responsibility for not inviting the
entire commission because she had been trying to get members of the Commission
involved in the number of different projects consisting of smaller groups. The other
reason she invited only a few members was because she felt that if all seven
members showed up, the representatives from Schnucks might perceive it as a show
of force. Ms. McGinnis noted the meeting was very cordial. The Commission felt this
is a Human Relations Commission issue is because the commission feels that
residents of U City who shop at Schnucks should feel as valued and respected as the
shoppers at the Ladue Schnucks store. Ms. McGinnis stated that this could be a win-
win situation, as Schnucks could benefit by getting more customers and the
community would benefit by people feeling more respected when they shopped at this
store.

Tom Sullivan, 751 Syracuse
Mr. Sullivan spoke on MSD. He noted the two issues MSD will bring up on River des
Peres at the community meeting tomorrow night are: it is not MSD’s responsibility and
MSD does not have money to do anything. Mr. Sullivan said MSD’s Charter states
“one of the purposes of MSD is to provide for adequate drain facilities”. He quoted
from the Post-Dispatch article in the 80’s which spoke on MSD cleaning up River des
Peres to alleviate a mosquito problem, by clearing 121,500 feet of brush in the
channel. Mr. Sullivan noted that in 2008, Jeff Theerman, MSD Executive Director,
stated it was the property owners’ responsibility as they owned the portion of River des
Peres that was adjacent to their property. Mr. Sullivan said MSD has money as they
just raised rates without voter approval.

Bobette Patton, 7901 Glenside
Ms. Patton said she did not want to see the lumping of the five-year and ten-year flood
zone together. She wanted the five-year flood zone to be handled first.

I. PUBLIC HEARINGS

J. CONSENT AGENDA

K. CITY MANAGER’S REPORT
City Manager Lehman Walker had the Director of Parks and Public Works Rich Wilson
to correct some information presented at the last Council meeting regarding street
sweeping.

Mr. Wilson said he wanted to clarify an issue on street sweeping that was brought up
at the last Council meeting that indicated Parkview Gardens’ streets were being swept
twice a week. He noted that a sweeper is present twice a week on each street; one
time to sweep one side, the second time to sweep the other side. So, the street is
swept only once, although equipment is on the street twice a week. He noted when he
first started at U City, the Parks and Public Works Department was doing the Parkview
Gardens streets every week. In July 2012, he recommended trying to sweep this area
every other week for 90 days as a test period. Mr. Wilson said they only had one
complaint from Mr. Sullivan and the streets were not any dirtier.

3
