SESSION 1688 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />FEBRUARY 24,1997 <br /> <br />At a regular meeting of the City Council of University City held in the Council Chamber of City Hall on <br />Monday, February 24, 1997, Mayor Joseph L. Adams called the meeting to order at 7:30 p.m. In <br />addition to the Mayor, the following members of the Council were present: <br /> <br />Mr. Hardy Ware <br />Mr. Wayne I. Munkel <br />Mr. Robert G. Wagner <br />Mr. Lawrence Lieberman <br />Mr. Patti E. Schoomer <br /> <br />Mrs. Betty L. Thompson was absent. Also present was City Manager Frank Ollendorff. <br /> <br />MINUTES <br /> <br />Mr. Wagner moved approval of the February 10th coundl meeting minutes with the following <br />corrections: Page six, paragraph six - change the placement and emphasis of the word "burden" in the <br />paragraph. Mr. Lieberman asked that "Board of Conservation" on page three, paragraph six, be changed <br />to "State Department of Conservation". Mr. Schoomer seconded the approval of the minutes with <br />corrections and all voted aye. <br /> <br />COUNCIL BUSINESS - LANDMARICS ASSOC. <br /> <br />Mayor Adams wished to determine Coundl's response to the Landmarks Association of St. Louis, <br />Incorporated's letter which requested the City's support, by resolution, of House Bill//513 and Senate <br />Bill #339, which were reported to be well received at their respective hearings on February 18, 1997. <br />Mayor Adams stated that he and four other Cotmdlmembers would be meeting with state legislators at <br />the Missouri Mtmidpal League conference in Jefferson City later this week and would be discussing this <br />issue with them. Mayor Adams said that Mr. Schoomer would like to pass some sense of the coundl <br />resolution to take to the conference. <br /> <br />Mr. Schoomer said that this was a very important issue and that virtually all redevelopment in the <br />greater St. Louis area had stopped when the tax credit dropped from 25% to 20% and the conditions <br />were such as to make most tax credits unusable for developers. This increase will benefit cities like <br />University City and St. Louis. <br /> <br />Mayor Adams asked Mr. Schoomer to explain the two bills. <br /> <br />Mr. Schoomer explained that these bills were based on the City of St. Charles resolution supporting <br />efforts to enable state legislation that would provide tax credits to those who renovate historic buildings, <br />specifically, an increase in the state historic tax credit for historic renovations. <br /> <br />General consensus of the Council was to support House Bill #513 and Senate Bill #339. <br /> <br /> <br />
