Approval of Minutes July 10, 2013 – ACTION ITEM <br />4. Walgreens Development at Delmar Blvd and Delcrest Drive <br /> <br />Please find attached traffic request forms submitted by the Walgreens Development’s Engineer, <br />requesting approval of different changes to the Traffic Code as a result of the construction of this <br />project. The roadway plans presented to the University City and St. Louis County include the <br />installation of a traffic signal at the Delmar Blvd – Delcrest Drive intersection, removal of a pedestrian <br />signal at Delmar Blvd east of Berick Drive, and the addition of left turn lanes at the intersection, <br />which result in the need of new parking restrictions. The proposed parking restrictions are on <br />Delmar Blvd and Delcrest Drive. This project was presented to the Traffic Commission back in July <br />of 2011 and the Traffic Commission was in support of the project in general. The relocation of the <br />traffic signal from Delmar Blvd east of Berick Drive to a complete signalized intersection on Delmar <br />Blvd and Delcrest Drive was recommended for approval. The Traffic Impact Study was also <br />presented to the Commission. The Commission voted specifically to have a new traffic signal on <br />Delmar at Delcrest Dr. (West), contingent to St. Louis County’s approval since Delmar Blvd. is a <br />County Arterial road. St. Louis County approved the roadway plans in July of 2013. <br /> <br />The City’s parking restrictions that are subject to change: <br /> <br />A. Section 10.44.010 - Parking prohibited on certain streets at all times. <br />“…Delmar Boulevard--South Side: <br />From the west intersection of Delcrest Drive to a point seventy- <br />five (75) feet east of the west intersection of Delcrest Drive;…” <br /> <br />The proposed parking restriction includes 760 feet instead of 75 feet. This restriction affects some <br />neighboring properties: 8360 Delmar and 8344 Delmar apartment buildings. Consent from the <br />affected property owners has been requested to the developer. Also, St. Louis County will be <br />amending their Traffic Code to reflect the same parking restriction. <br /> <br />B. Section 10.44.020 - Parking prohibited on certain streets during designated hours. <br />“…Delcrest Drive <br />: On the north side thereof from its eastern intersection with Delmar Boulevard, <br />from eight a.m. to five p.m. every day of the week except Sunday;…” <br /> <br />The proposed parking restriction will include the north side of Delcrest (western intersection with <br />Delmar Boulevard) from the south curb of Delmar to a point three hundred and twenty (320) feet <br />southwardly to be restricted at all times, therefore moved to section 10.44.010. <br />www.ucitymo.org 1 <br /> <br /> <br />
