<br />Additionally, the day that the Traffic Commission meets will have to change. Since all Commission <br />meetings are to be held at the Heman Park Community Center, instead of the Council Chambers, <br />th <br />City Hall 5 floor, a new day of the week needs to be determined. The attached schedule can be <br />used for reference to select the future meeting day, thus changing the bylaws to reflect that day. <br />The reason for the change is a conflict with Court days on Wednesdays at the Heman Park <br />Community Center. <br /> <br />7. Annual Report Revised <br /> <br />Please find attached a revised report with all items presented to the Traffic Commission for the last <br /> <br />fiscal year and their status, as requested. <br /> <br />8. Mock Roundabout - Update <br /> <br />The Mock Roundabout implementation was completed on July 25, 2013 and it has been operational <br />since then. Message boards alerting drivers to merge to the left and asking that Delmar traffic yield <br />to roundabout traffic has been up and running every day. Educational material on “How to Drive a <br />Roundabout” was posted on the City’s website, University City Patch, and the roundabout has been <br />shown several times on different TV-news channels. <br /> <br />City staff received numerous emails and phone calls regarding the roundabout. These <br />communications were mostly positive with some concerns about Metro bus stops on Delmar Blvd <br />and also about the Trinity Ave entrance-exit accesses perpendicular to Delmar Blvd just west of the <br />roundabout. These communications were sent to the traffic engineer. Evaluation was completed by <br />the traffic engineer who reported acceptable traffic and pedestrian operations with some <br />recommendation to improve safety and operations of the overall intersection. Engineer’s report <br />(attached) was submitted to the City and the concept of the Roundabout construction was approved <br />by City Council. A roundabout redesign is in progress to address symmetry and the incorporation of <br />historic elements to the design of the Historic District “Civic Plaza”. <br /> <br />9. Council Liaison Report – Councilmember Carr. <br /> <br />10. Educational Presentation - SPEED LIMITS <br /> <br />Please find attached a copy of the Municipal Code Section 10.20 – Speed Limits, indicating the <br />City’s criteria and regulations regarding City streets and their speed limits. Also attached standards <br />from the Missouri Department of Transportation – MoDOT explaining how speed limits are <br />predetermined (see section 949.2.2.6 Procedures for Obtaining Prevailing Speed Data, page 6 of 7). <br /> <br />11.
