The Department of Public Works and Parks recommends that all changes be approved, once a
written communication is received from affected property owners in agreement with the proposed
parking restrictions.

5. POD’s – Storage units in the Right of Way

The City of University City has Rules and Regulations for any work performed within the right-of-way
which requires a permit. Any work within the right-of-way which disturbs or occupies the pavement,
curb and gutter, driveway entrances, sidewalk, landscaping or grassed areas, requires a permit. This
also includes new construction projects where heavy equipment may damage the Right-of-Way
during construction.

The Storage Units or PODs are allowed to be placed on the street (parking lane), only under certain
conditions, including:
A. Placement of PODs prohibited where regular parking is prohibited to allow proper visibility at
intersections, therefore placement of PODs to be prohibited:
a) Within twenty-five (25) feet from the intersection of curblines, or, if none, then within
fifteen (15) feet of the intersection of property lines at an intersection, except at alleys;
b) Within thirty (30) feet upon the approach of any flashing beacon or stop sign;
c) Within two hundred fifty (250) feet of any street intersection where traffic is controlled by a
traffic-control signal, unless a shorter distance is indicated by signs posted near the curb
by authority of the city, in which case the distance indicated by such signs shall control;
B. Obey all general parking prohibitions included in the Traffic Code, such as:
a) within an intersection,
b) on a crosswalk
c) Within fifteen (15) feet of the driveway entrance to any fire station;
d) Within ten feet of a fire hydrant;
e) In front of a private or public driveway;
f) Across from a private or public driveway on a street or alley less than twenty-one (21)
feet in width;
g) Alongside or opposite any street excavation or obstruction when such stopping,
standing or parking would obstruct traffic;
h) At any place where official traffic signs have been erected prohibiting standing and
parking;
i) Within fifty (50) feet of the nearest rail of a steam or inter-urban railway crossing;
j) Within six feet of any United States mailbox;
k) On any unpaved portions of street rights-of-way;
l) In city parks or lawns except in authorized parking areas;
m) In marked and signed areas no greater than fifty (50) feet in advance of any marked
and signed pedestrian crosswalk;

From time to time property owners place PODs on the street without the required permit form from
the City. In that case, the City writes a letter to the property owner of record and the POD Company
requesting immediate action by either, apply for a Right-Of-Way permit, or to remove the POD from
the Right-Of-Way. Permits for PODs are valid for 30 days, and can only be extended one time, for a
period of 30 days. Most POD companies are aware of municipalities’ requirements.

6.
