AYES: Mr. Sharpe, Mr. Price, Ms. Carr, Mr. Kraft, Mr. Crow, Mr. Glickert, Mayor
Welsch
NAYES: none

Bill 9184 carried unanimously and became Ordinance 6917.

2.
BILL 9185 – wasintroduced as a new bill, number 9191, under New Business.

N. NEW BUSINESS
RESOLUTIONS
1.
Resolution 2013 – 9 Submitted by Ms. Carr and Mr. Price
A resolution to make the Sutter-Meyer house and property into a City
Park/Museum.

Ms. Carr moved for approval and was seconded by Mr. Sharpe.

Mr. Price asked the City Manager if he would know from a budgetary stand-
point, how much the total expenditure of the City has been for Sutter-Meyer
house. Mr. Walker said he did not have that information readily available.

CITIZEN COMMENTS
Ms. Elsie Beck Glickert, 6712 Etzel

Ms. Glickert spoke in opposition to Resolution 2013 regarding the Sutter-Meyer
House. The Sutter-Meyer Society has been about historic preservation of a 140-
year-old farm house/museum. She stated that the Sutter-Meyer House did not
belong under the wing of the Parks Department. In University City a park is about
open space and active recreation. Prior City Councils authorized $10,000 for an
architectural study of the house. That study estimated that it would cost the City
over $188,000 to ready this historic house for occupancy. Ms. Glickert gave a
brief history of the Sutter- Meyer House. She then profiled the Sutter-Meyer
Society Board providing their educational expertise, noting that all of the
volunteers are great in giving of their time, talent, and money. She noted this
board is responsible, reportable and sustainable. Ms. Glickert listed all the
improvements done by the Society in less than ten years. She quoted former
board member Mr. Dockett, “This is the cradle of civilization”. Ms. Glickert asked
for defeat of this resolution. Ms. Glickert’s complete statement can be found at
the end of these minutes.

Jen Jensen, 706 Pennsylvania

Ms. Jensen stated she was also speaking as a citizen not as a board member of
the Sutter-Meyer Society She noted the society has not had a meeting since they
became aware of the resolution that has been presented tonight. She thanked the
City administrations, past and present, for the support the Society has received, to
promote the historic educational goals of the City’s oldest house built in 1873, on
rd
Chamberlain Court in the 3 ward. Ms. Jensen thanked the present and past
board members as well as the 200 plus friends of the Sutter-Meyer Society. Ms.
Jensen asked to vote no on this resolution that will alter this preservation project
to a possible potential playground in the future. She asked Sutter-Meyer Board
Members to stand to be acknowledged.
14
