<br />Mayor Welsch suggested that Mr. Walker contact the River des Peres <br />Watershed Coalition, as when she worked with the watershed coalition they <br />contacted 20-30 municipalities in the St. Louis region where the River des <br />Peres or its tributaries passed through. She noted that that research has been <br />done but the personnel in each community probably have changed. Mayor <br />Welsch stated that she ran into these challenges of who owned what when <br />working with the Green Center on a drainage project, related to Ruth Park <br />Woods at the second hole. The Green Center was working to put in the EPA- <br />funded project to deal with really fast water coming off the golf course, ripping <br />up the Ruth Park Woods and going into the river. She dealt with City of <br />University City, Missouri Department of Conservation, MSD, and the Army Corp <br />of Engineers. Mayor Welsch noted this has been a challenge that has gone on <br />for years. She stated the system has been flooding for many generations. <br />Mayor Welsch stated UCity floods because as the western part of this <br />watershed and the northern part of the watershed developed massive amounts <br />of permeable surfaces have been lost. When it rains the water has no place to <br />go and drains off of the concrete, into the sewer and into the river channel. As <br />research shows, flash flooding increased in the 1970’s following this develop. <br />Mayor Welsch noted this watershed goes from Lindbergh on the west and the <br />flooding started when Creve Coeur and Olivette started building, covering up <br />massive parts of the land with concrete. She stated that the City needs to work <br />with MSD and regional authorities to work on changing the building code, to get <br />more permeable surfaces installed in this watershed and to ask about doing <br />something else to capture the water elsewhere in the watershed since right now <br />all the rain that comes from the west and north and ends up in University City. <br />Mayor Welsch noted that much more could be done in capturing water to the <br />north and west of UCity. University City should also start to “green” our codes <br />and look at the rules of development in the flood plain. She stated the City <br />should recognize this and be a force in getting the Flood Plain Management <br />group re-established in order to talk with MSD and other cities in the watershed <br />about how to do development and build better. Mayor Welsch stated concrete <br />covering the land is not good for the City’s river channels. <br />M. UNFINISHED BUSINESS <br />BILLS <br />1.
