<br /> <br />Youth Issues. <br /> <br />5. BILL 9189 – <br />An ordinance adopting a new section of the Municipal Code of the <br />City of University City, Missouri establishing a Commission on Youth Issues and <br /> <br />providing for the appointment of members to this commission. <br /> <br />Ms. Carr commented on the previous Bill 9188 and the same for 9189, section 1a, <br />second paragraph, “the commission is expected to provide timely advice”. Ms. <br />Carr suggested it be changed to advisory; the commission is advisory to the <br />Council. She stated this change in consideration of what happened with the <br />Human Relations Commission. She wanted to prevent any bifurcation of pathways <br />She wanted to make sure every commission that Council sets up goes to the <br />Council and does not have an alternative pathway to move around the Council <br />and then suddenly discover something has happen that should not have <br />happened. Ms. Carr noted in section c, first paragraph at the end, after the semi- <br />colon, “The commission may consult and advise such City, staff and officers, after <br /> <br />consulting with the Council. <br /> <br />Mayor Welsch said those were major changes that Ms. Carr proposed to bill by <br />stating the commission has to get everything approved by the City Council. She <br /> <br />asked Mr. Walker to opine on that. <br /> <br />Ms. Carr moved to amend the ordinance to reflect the two changes previously <br /> <br />mentioned. <br /> <br />Mayor Welsch expressed some frustration with the fact that people have had <br />these bills in their packet for quite a while and to bring up what she considers a <br />major change on the night when it is introduced, was just wrong for this Council <br />and wrong for the people of this community, and this should not be happening. <br />She asked for Mr. Walker’s input. <br /> <br />Mr. Kraft asked Ms. Carr for a Point of Information as to what exactly she was <br />asking. <br /> <br />Ms. Carr said section 1a, paragraph two, “the commission is advisory to the <br />Council”, striking the words “expecting to provide timely advice”, and substitute <br />advisory and in section C at the end of the first paragraph, after the semicolon, <br />“the commission may consult and advise with such city staff, and officers after <br />consulting with the Council. <br /> <br />Ms. Carr moved to amend the ordinance, striking in section 1a, second paragraph. <br />striking, “expecting to provide timely advice” and substituting advisory; in section <br />c, the last sentence in the paragraph adding, “after consulting with the Council. <br />This was seconded by Mr. Sharpe. <br /> <br />Mayor Welsch asked to clarify, every time either of these commissions wants to <br />advise the City Council, they have to ask the City or advise staff, they have to <br />come to this Council and ask for Council’s permission. Mayor Welsch said this <br />was wrong and it went against what happens with every board or commission that <br />18 <br /> <br /> <br />
