<br />serves in an advisory capacity. <br /> <br />Mr. Kraft called a Point of Order, stating Ms. Carr made a motion and cannot be <br />discussed until it was seconded. <br /> <br />Mayor Welsch stated that Mr. Sharpe had seconded Ms. Carr’s motion. <br /> <br />Mr. Price asked for a Point of Clarification. He stated a statement was made that <br />no commission is like advisory and that was not true. Mr. Price stated the Plan <br />Commission makes a ruling, but their ruling is not approved until it’s approved by <br />Council. <br /> <br />Mayor Welsch said to clarify; all boards and commissions serve in an advisory <br />role to the Council. They make recommendation to the Council. Mayor Welsch <br />said with this motion on the floor, it is saying, the seven members of the senior <br />commission, if it is ever established, had to come back to Council to get the okay <br />before they can make any recommendations to staff. She noted this puts the City <br />Council in the middle of all of our residents’ advice. Mayor Welsch stated that was <br />wrong and strongly felt it was one more effort by some members of the Council to <br />direct the work of our board and commissions. She stated let the boards and <br />commissions make the recommendation and if Council did not like it, Council did <br />not have to approve it. Every board and commission serves in an advisory <br />capacity. <br /> <br />Mr. Price asked if that were true, why the Human Relations Commission did not <br />follow that path. <br /> <br />Mayor Welsch said in the Human Relations Commission ordinance, the Council <br />gave them authority to work various jobs and that is what they did. She said <br />whether he agreed with what they did or the way they did it, the ordinance was <br />clear. Mayor Welsch noted the ordinance did not say oh by the way, if you get a <br />Human Relations complaint, oh what if it is against one of the members of the <br />Council, the commission has to come to the Council and ask permission to <br />proceed. She stated that is what was being stated now and that was wrong. <br /> <br />Mr. Price said he thought the Mayor was going way off the reservation. <br /> <br />Mr. Kraft called a Point of Oder, stating his understanding was the person who <br />made the motion gets to speak first. <br /> <br />Ms. Carr said she had the distinct experience of having been the only City <br />Councilmember ever personally attacked, by the Mayor in the media. She stated <br />it was quite surprising to her, that she would have to come here and discuss it as <br />the Mayor knew what was happening on the Human Relation Commission one <br />month before she ever discovered it; and yet the Mayor did not return the <br />information to Council., Ms. Carr said Mayor Welsch encouraged the Human <br />Relation Commission to move forward. She stated this was to put the oversight <br />back where it belongs, with the body, with the seven of Council.
