He asked Ms. Carr if she <br />would modify her amendment to, “is advisory to City Council”. <br /> <br />Ms. Carr said she was not sure that it covered this and needed a minute or two to <br />reflect on that. She noted she would like add for the record as Mayor Welsch has <br />done, “In your interview with KMOX and speaking to Mr. Reardon, you said you <br />knew about it in May, that is where I got my information, from your mouth”. <br /> <br />Mr. Kraft said back to his point and not to settle scores, he again asked to amend <br />it with the advisory part and strike the second sentence. He noted Council had a <br />month to work on this before it came back. Mr. Kraft stated that he did not want <br />them to consult with Council on every little question they have but rather he would <br />want them to advise Council. <br /> <br />Ms. Carr said she would like to make certain that these commissions do not go off <br />with the advice of one member of Council who has a great deal of influence and <br />make a decision unbeknownst to the rest of the Council before we even had a <br />chance to determine it. <br /> <br />Mr. Glickert asked since this was a first reading stating it was a bill, not an <br />ordinance, if Council could accept this as an introduction and at the next meeting <br />look at the verbiage that Ms. Carr was concerned about, but did like Mr. Kraft’s <br />suggestion. He thought what rs. Carr is said had some application and he would <br />like to digest this thing. <br /> <br />Mayor Welsch ask Mrs. Pumm if they introduced the bill tonight with changes, <br />would they need to reintroduce it at the next meeting depending whether or not <br />the changes were major. <br /> <br />Ms. Pumm said if the change was ruled substantive. It would need to be re- <br />introduced. <br /> <br />Mayor Welsch stated she could go with the suggestion of Mr. Kraft, which would <br />take into take into account Ms. Carr’s concerns. <br /> <br />Mr. Price said traditionally what he was used to was commissions could seek <br />information from the staff and then if any action should be taken that funnels to <br />council to say yes or no or send it back. Mr. Price said he agrees with Mr. Kraft, I <br />don’t think that any commission comes to Councils every time they want to talk to <br />somebody in the city staff. He said they can talk to anybody on the city staff but it <br />funnels back to the City Council for final approval and action, keeping it standard <br />across the board. <br /> <br />Mr. Sharpe said boards and commission has a staff and Council liaison that could <br />handle any problem and bring it back to Council if necessary, during Council <br />Comments. Again he agreed with Mr. Kraft. <br /> <br />Mr. Walker said of the two proposed changes with respect to the first one with the <br />21 <br /> <br /> <br />
