commission being advisory to Council and the wording change being proposed
was a good one and would be helpful in making it clear. He noted with respect to
the second one, he had a concern, agreeing with Mr. Price that every board and
commission in this city is served by staff which provides advice to the boards and
commissions if the suggestive wording after consulting the City Council, would
place staff in a position where there are inactive and not in a position to do their
job very effectively, if they had to consult with Council before doing anything. Mr.
Walker thought the wording by Councilmember Sharpe and Councilmember Kraft
and Councilmember Price, that this section needed to be clear that staff would
continue to support this commission, as they do every other commission, in terms
of providing requested information and advice. If any action was to be take place,
Council would need to approve that.

Mr. Kraft said two words could be taken out instead of the whole thing. He said to
take out “and advise” and it would say and “the commission may consult with city
staff and officers”. Mr. Kraft asked if they wanted to have a new amendment or
amend the amendment. He asked that the amended amendment leave the
advisory part in and cross out two words “and advise”. Mr. Glickert seconded the
motion.

Mr. Kraft’s motion to amend Ms. Carr’s amendment

Roll Call vote was:
AYES: Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, Ms. Carr, Mayor
Welsch
NAYS: none

Ms. Carr amended motion restated, she moves that in section 1A, second
paragraph, the words expect to provide timely advice are stricken and the word
advisory substituted and in section c, last sentence, the words “and advised” are
removed.

Roll Call vote was:
AYES: Mr. Crow, Mr. Glickert, Mr. Sharpe, Mr. Price, Ms. Carr, Mr. Kraft, Mayor
Welsch
NAYS: none

Mayor Welsch stated Bill 9188 was introduced as amended.

INTRODUCED BY MR.
