<br />Ms. Carter asked the young people present in support of a youth committee to <br />stand. <br /> <br />Correy Smotherson 1243 Purdue Ave <br />Mr. Smotherson stated he would be a senior at CBC High School this school year. <br />He stated he was a member of University City Youth Society, UCYS and was <br />present to support Bill 9189. He felt this commission was important as youth of the <br />community needed to make decisions and collaborate with adults to come to a <br />cohesive decision of what is best for the community and what is best for the youth. <br />Mr. Smotherson said youth can actually hurt the community by not working <br />together to find out what the problems are and what is wrong in the community. <br /> <br />Ms. Carr said she would like to make the same type of amendment in this bill as <br />she did in the previous bill and asked Mr. Walker to assist her in finding the spot. <br />Mr. Walker said to the Mayor through to Councilmember Carr, section 2.72, <br />subsection A, Mayor Welsch said they talked about, “advise City Council in the <br />first paragraph of section A, “and provide advice” in the second paragraph. Mr. <br />Walker said it presently read, “The overall purpose for the Youth Commission is <br />to give a voice to and advise City Council and City staff. Ms. Carr again said she <br />would say “advisory to Council” in place of “advise Council”. <br /> <br />Mayor Welsch asked if it should state, “to serve in an advisory capacity to <br />Council, so that change would be, “to give a voice to University City Youth and <br />serve as an advisory capacity to Council”, <br /> <br />Ms. Carr agreed. <br /> <br />Ms. Pumm asked if Council would like to strike out the same two words, “and <br />advise” as they did on the previous bill. Ms. Carr said yes the section C last <br />sentence, strike out “and advise”. <br /> <br />Mayor Welsch said the changes made on Bill 9198 were to change section 1a, <br />the first sentence, “The overall purpose of the Youth Commission is to give voice <br />to the University City youth and to serve in an advisory capacity to Council”.
