She noted <br />that it seemed the City’s hands were tied as to what they can do to with these <br />landlords who consistently ignore code violations and end up in court many times. Ms. <br />Laurance wanted to know if there was any predetermined number of times that a <br />landlord appeared in court, which would prevent this landlord from renting to the first <br />person that comes along with money for a deposit and first month rent. Ms. Laurance <br />thought that if there was an ordinance that would prevent absentee landlords from <br />renting to someone who did not maintain the premise, it would help the whole of UCity <br />because she was sure her block was not the only one suffering with this issue. <br /> <br />Sarah Hanly 7050 Washington Ave <br />Ms. Hanly made note of the death of Frederick Lyles. She said he was a 73-year-old <br />retired teacher who taught industrial arts for 30 years at the Central Visual Performing <br />Arts High School in St. Louis, and coached basketball, track, and served as the <br />school’s Athletic Director. Ms. Hanly stated Mr. Lyles was walking south on the <br />shoulder of North and South Rd. near Olive Blvd, when he was struck and killed by a <br />pickup truck. She said he was walking on the shoulder of North and South Rd. <br />because there are no sidewalks. Ms. Hanly stated that a significant portion of <br />pedestrians are struck when walking along the shoulder of roads because there are no <br />sidewalks. She noted that sidewalks improve safety for pedestrians and reduce <br />fatalities and urged the Council to work to protect the safety of pedestrians of <br />University City. Ms. Hanly noted that adoption of bike walk master plan would be a <br /> <br />start. <br /> <br /> <br />Rod Jennings,.1412 Purdue Ave <br />Mr. Jennings thanked the Council for allowing the University City High School alumni <br />th <br />to have their 11 Annual UCity high school alumni association annual picnic on July <br />th. <br />27 He noted this annual picnic is for all alumni, all ages, all colors and all <br />backgrounds. Mr. Jennings commended the City Council for allowing the picnic which <br />brought all the alums together. He <br />provided a brief background stating Habitat partnered with University City in January <br />2011, to construct houses in the northeastern quadrant of University City. The first <br />phase was the completion of five houses in 2012 that have been sold and are owner- <br />occupied homes. He said Phase 2 is currently on Plymouth Ave and Phase 3 would <br />follow next year.
