noted Habitat is requesting a tax abatement for the new project that will be on
Plymouth. According to state statutes UCity would issue a blighting declaration for the
properties and Habitat would apply for a tax-abatement which would be accompanied
with a redevelopment plan. Mr. Meyer stated these parcels are vacant and no
residents would be displaced as a result of the blighting plan, redevelopment project,
or construction in the area. He said the area met the statutory definition of blighting by
reason. He stated this project was in keeping with the City’s Comprehensive Plan
update of 2005 and again was in partnership that was established with the City
Council in January 2011. The Blighting Analysis and Redevelopment Plan were
presented to the Land Clearance Redevelopment Authority and the Planning
Commission. Both entities approved the plan. Since there were no other requests to
speak, Mayor Welsch closed the Public Hearing at 6:53 p.m.

J. CONSENT AGENDA

K. CITY MANAGER’S REPORT
1.
Purchase of a street sweeper from Woody’s Municipal Supply for $183,791.00.
Mr. Sharpe moved to approve the purchase of a street sweeper, was seconded by
Mr. Glickert and the motion carried unanimously.

2.
Liquor License for Corner 17, 6623 Delmar Blvd. – by the drink including Sunday
sales.

Mr. Glickert moved to approve the liquor license and was seconded by Mr. Kraft.

Mr. Crow said he had a couple of questions noting the five recommendations from
citizens of University City were needed and three of the folks never listed an
address, therefore Council has an incomplete application before them. Mr.
Walker asked the Director of Finance to speak to that. Ms. Charumilind stated the
Finance Department could go back and complete these addresses. Mr. Crow
stated you may be able to so, but at the end of the day Council was voting on an
application that needed five citizens from University City who have recommended
this business for a liquor license. Mr. Walker noted that he would withdraw the
application and work with the applicant to ensure that the information will be
provided at the next Council meeting.

Mayor Welsch reminded Council that if they see missing information on something
before the Council, prior to the meeting, it would be appreciated if they would call
the City Manager so he could make sure Council has the proper information as
they sat down at the meeting.

Ms. Carr had a question for that same application noting that the City Manager’s
signature was missing.

Mr. Walker pulled the Liquor License applications until the next Council meeting.

4.
Replacement of the Fire Department Command Vehicle award was recommended
to be awarded to Don Brown for total cost of $33,194.

4
