Once the City staff has the opportunity to <br />see what the consultants are asking for, then staff would be in a better position <br />to make some suggestion to Council with respect to the amount to be allocated. <br /> <br />Mr. Kraft’s Point of Order was that it was not appropriate to allocate $15,000.00 <br />but the money should be allocated by a budget resolution, which was the Point <br />of Order the Mayor supported. <br /> <br />Ms. Carr asked if Council voted no they were saying that they did not agree <br />with the Mayor’s ruling, and if Council voted yes they are saying that they <br />agreed with the Mayor’s ruling. Mayor Welsch agreed. <br /> <br />Mr. Price asked for a clarification from the City Manager asking Mr. Walker, if <br />Council had ever voted on items where funds were not allocated without a <br />budget resolution? <br /> <br />Mr. Walker said he believed the Council had. Mr. Price said so what Mr. Kraft <br />said was not correct because Council has voted on that before. <br /> <br />Point of Order was called by Mr. Kraft, stating Mr. Price can give his opinion but <br />he cannot say he was wrong. <br /> <br />Mr. Price said it was his opinion that motion by his colleague was Out of Order, <br />because precedence has been set by his question to the City Manager that <br />Council has voted on items where we have allocated funds where you did not <br />need a budget resolution. Mr. Price said his opinion was finding it astounding <br />that when he reflected back in history, the fight Council had over Wilson to <br />allocate City funds to a project over on Wilson where people had been killed. <br />He stated the body would not blink an eyelash to spend $25,000, $50,000. <br />$100,000 for inanimate objects but when it came to flesh and blood there was <br />questions about whether we should do anything, when it was obvious. Council <br />knew nothing in Washington was getting approved. Mr. Price stated the <br />funding for Wilson was prior to the madness taking place in Washington. He <br />said the City is fortunate it happened a year or two before this started taking <br />place, so he hoped his colleagues voted down the ruling of the Chair, so we <br />can direct the City Manager to do what he needed to do in order to protect and <br />help those citizens who are in harm’s way. Mr. Price stated that it is up to the <br />citizens to decide, and was not a mandate, as any citizen can say they did not <br />want to do that and somebody else can say they want to do that. It is a choice <br />and they have an alternative but right now there was nothing else in sight. To <br />look at this and see if it viable and for the City Manager to come back with <br />some exact figures and then Council can move forward <br /> <br />Mr. Kraft asked for a Point of Information to repeat Ms. Carr’s motion. <br /> <br />The City Clerk said the motion was to set aside money to hire a consultant to <br />find a way to get grant money from FEMA <br /> <br />8 <br /> <br /> <br />
