<br />Mr. Kraft noted the first Point of Order was Council should have a budget <br />resolution to fund the request, as that is what it said in the City’s Charter, <br />Ordinance and Council’s Rules. His second point of order was how is money <br />set aside without having a dollar amount. Some money does not mean <br />anything. <br /> <br />Mr. Glickert said he wished we would do what Mr. Walker suggested, since the <br />RFQ was already sent out was to wait for that information to come back, He felt <br />like Council would be in a better position to evaluate and decide with that <br />information. <br /> <br />Ms. Carr said that Mr. Walker would probably second this as there is an <br />urgency, as this the window closes on October 19, which meant that Council <br />th <br />needed to finish by the 15 or so of September and that may be after Council’s <br />meeting. <br /> <br />Mr. Walker said he believed that the next Council meeting was September 9. <br />Mayor Welsch agreed stating that would be six weeks before the deadline . <br /> <br />Ms. Carr ask Mr. Walker if he thought that would be sufficient time to do what <br />the RFQ would request of someone who is skilled in this area. <br /> <br />Mr. Price asked Mr. Walker what would be the timeline of Council having the <br />RFQ information. <br /> <br />Mr. Walker stated it would be available for the next Council meeting. <br /> <br />Mr. Price asked for a clarification from the Chair stating he believed Ms. Carr <br />had a Point of Order on the floor. He asked if the Chair’s ruling was still sitting <br />on the table or was it gone. <br /> <br />Mayor Welsch stated that her ruling was on Mr. Kraft’s Point of Order stating <br />that money should be allocated by a budget resolution. Ms. Carr had a motion <br />on the floor to set aside an undetermined amount of money to be used to look <br />into the situation and the ability of the City to get a grant. <br /> <br />Mr. Price asked what was on the floor. <br /> <br />Mayor Welsch said it was the appeal of her ruling of Mr. Kraft’s Point of Order. <br /> <br />Ms. Carr noted there was an urgency for this passage as the window closes on <br />October 19, 2013. <br /> <br />Mayor Welsch asked Mr. Walker asked if that would be sufficient time to what <br />his RFQ would request. <br /> <br />Mr. Walker said he believed it would be, as the RFQ was targeted towards a <br />very narrow range of consultants so it should turn around relatively quickly.
