<br /> <br />MEETING OF THE CITY COUNCIL <br />CITY HALL <br />6801 Delmar Blvd. <br />City of University City, Missouri 63130 <br />September 9, 2013 <br />6:30 p.m. <br /> <br /> <br /> <br />At the Regular Session of the City Council of University City held on the fifth floor of City <br />Hall, on Monday, September 9, 2013, Mayor Shelley Welsch called the meeting to order at <br />6:33 p.m. In addition to the Mayor, the following members of the Council were present: <br /> <br />Mr. Byron Price <br />Ms. Paulette Carr <br />Mr. Stephen Kraft <br />Mr. Terry Crow <br />Mr. Arthur Sharpe, Jr. <br />Mr. Michael Glickert was excused. <br /> <br />Also in attendance was the City Manager Lehman Walker. <br /> <br />C. APPROVAL OF AGENDA <br />Ms. Paulette Carr removed item L4.-Unimproved Street Policy requested by Ms. Car <br />and Mr. Crow. <br /> <br />Mr. Walker Added Item 7 – Authorization for the City Manager to enter into a contract <br />with Armstrong Teasdale for legal services for possible formation of a Delmar Loop <br />Community Improvement District. <br />. <br />Mr. Walker asked that - Resolution 2013-11 Municipal Park’s Grant Resolution for <br />Lewis Park be removed. <br /> <br />D. PROCLAMATIONS <br /> <br />E. APPROVAL OF MINUTES <br />1. <br />August 12, 2013, City Council Study Session minutes were moved for approval by <br />Mr. Sharpe, seconded by Mr. Price and the motion carried unanimously. <br />2. <br />August 12, 2013, City Council Study Session minutes were moved for approval by <br />Mr. Sharpe, seconded by Ms. Carr and the motion carried unanimously. <br />3. <br />The approval of the August 22, 201, City Council Special Session minutes were <br />moved for approval by Mr. Crow, seconded by Mr. Sharpe and the motion carried <br />unanimously with Ms. Carr abstaining. <br /> <br />Mayor Welsch called to her colleague’s attention the minutes from the City Council <br />Session of August 12, 2013, where 28 pages long. She said Council follows <br />Robert Rules which states this was not the appropriate way to do minutes.
