<br />Council in an odd position. He did not believe any member of Council has done <br />anything but support our City Manager. Mr. Crow said his initial thought was this <br />gave the City Manager authority to complete negotiations and sign the contract <br />and to him that opened as many concerns as it did to solve them. He stated this <br />resolution that my colleagues want to move forward, seemed unnecessary and <br />not beneficial to our purposes with our employees. Mr. Crow said to him it was an <br />administrative decision that is well within the authority of the City Manager, and <br />now has been made into a legislative matter for the Council. <br /> <br />Voice vote carried unanimously. <br /> <br />INTRODUCED BY MR. KRAFT <br />2. <br />Resolution 2013 – 13 Unimproved Streets Maintenance <br />Mr. Sharpe seconded, the resolution 2013-13 was unanimously, Mr. Kraft moved <br />approve and seconded by Mr. Sharpe. <br /> <br />Ms. Carr noted there were a couple of things that concerned her, especially after <br />receiving the City Attorney’s opinion. Since there was no clear definition of the <br />level that is better than the minimal to keep the street functioning and which was <br />to be decided and then brought to the Council, for approval. Ms. Carr’s second <br />concern was at what level did the improvement proposed for an unimproved street <br />rise to the level of private streets benefit to be partially or fully paved for the <br />benefiting property owner and who decided that. She thought if it was one of <br />those issues Mr. Walker and staff could address and present to Council but it was <br />not contained in the packet. Ms. Carr stated the City needed more specific <br />standards, which she said appeared that Mr. Wilson was in the process of <br />developing and which the City Attorney indicated should be done. Ms. Carr said <br />that way it is brought to Council afterward. She asked to postpone this until <br />Council had that information. Ms. Carr noted she did not have any specifications <br />on what it is, was it up to 99% that you can do the streets or is it up to just curbs <br />and the aprons or sidewalks. She said when voting, she would like to be voting <br />on specifics. She said it was a good thing and was glad to see Council is <br />addressing it which will clear up a lot of things for her. Ms. Carr noted there are a <br />lot of streets that the City acquired when we absorbed these properties. She <br />noted she was eager to see the new standards within approximately one month. <br /> <br />Mr. Kraft moved to adopt Resolution 2013 – 13, was seconded by Mr. Sharpe and <br />the motion carried unanimously. <br /> <br />BILLS <br />INTRODUCED BY MR. CROW <br />3. BILL 9209 – <br />An ordinance approving a final plat for a minor subdivision of a tract of <br />land to be known as 7721 Delmar Condominium. A survey and condominium plat <br />of Lot 18 in Block 1 of New Delmar Heights Subdivision. <br /> <br />O.
