Ms. Glickert stated the Retail <br />Sales Tax Economic Development’s budget was not passed in time to be submitted <br />to the Council at the Budget Hearing time. She did not remember hearing it approved <br />by Council. She said at the meeting there were citizens’ objections to the $40,000 <br />proposal for legal fees. <br /> <br />Steven Glickert, 7750 Blackberry <br />Mr. Glickert spoke of an abandoned Post Dispatch paper dispenser box at the 7900 <br />block of Blackberry and Wilner that needs to be removed and lawn repaired where it <br />is placed. Seconding he spoke of the 800 block of Warder noting the aggregate and <br />chunks coming up out of the street Mr. Glickert noted there were craters, four inches <br />deep and eight feet long and has been happening over the last three years. <br /> <br />P. COUNCIL COMMENTS <br />Ms. Carr stated she had the distinct pleasure of Mr. Michael Simpson who lives in <br />Ward 3 and was designated in the 2012 St. Louis Art Fair as the emerging artist of <br />the year. <br /> <br />Mr. Crow commended Mayor Welsch for the comments she made during the Citizens’ <br />Comments and hoped that all of the citizens will speak with respect and decorum <br />towards his colleagues on the Council. He mention the success of the fund raiser <br />UCEF. <br /> <br />Mr. Price asked the City Manager for an update on the RFP on the flood elevation <br />project. He also asked the City Manager as to what incentives the City could use to <br />attract someone on the property at North & South and Olive. He asked if the City <br />would need to acquire the piece of land occupied by Goodyear if they move to make <br />it more attractive for a new development. <br /> <br />Mayor Welsch estimated the attendance at Fair U City throughout the three days <br />around 7500 people and thanked all who came. She reminded people of the U City <br />In Bloom will have its Garden Tour on September 22 followed by a Wine and Cheese <br />party. <br /> <br />Q.
