<br />Mr. Jim Warner <br /> from Amerco Real Estate, North Central, Phoenix, Arizona, <br />represented the U-Haul owners of the property. <br /> <br />Mr. Warner stated it provided them with a location to relocate the vehicles in order <br />to develop their current parcel. <br /> <br />Mr. Kraft noted that he understood that some of the land was hard to build on. <br /> <br />Mr. Warner stated the land in question is in a flood plain but would be suitable for <br />a parking lot <br /> <br />7. <br />Authorization for the City Manager to enter into a contract with Armstrong <br />Teasdale Legal Services for possible formation of a Delmar Loop Community <br /> <br />Improvement District. <br /> <br />Mr. Kraft moved to approve the authorization and was seconded by Mr. Sharpe. <br /> <br />Mr. Crow stated that the notice came out this morning, noting that it was <br />understandable that the agenda can be changed but when it came to spending <br />$40,000; he thought many would have questions. He stated it did not make sense <br />to take a vote when the public had no knowledge of it. Mr. Crow stated Council <br />was asked to vote on a $40,000.00 expenditure for legal fees and reminded <br />Council of the job performance evaluations, when the notice did not include a call <br />for a vote. Mr. Crow stated that his colleague, Mr. Glickert said that Council’s <br />protocol has been if we did not have notice of a vote, Council would not take a <br />vote. He said with this expenditure Council should be allowed two additional <br />weeks to review and the abilityof the property owners to get together to discuss, <br /> <br />made more sense in this case. <br /> <br />Mr. Kraft call for a Point of Information, asking the City Manager if money had <br />already been allocated for legal services and all Council was doing was to discuss <br />the contract that goes with the money allocated. <br /> <br />Mr. Walker stated that was correct but it also was to authorize the City Manager to <br />enter into a contract with a specific legal firm. <br /> <br />Mr. Carr asked, Mr. Crow if he was making a motion to postpone this until the next <br />meeting. <br /> <br />Mr. Crow stated he would be happy to make a motion; but wanted to be respectful <br />of the citizens who were present to speak. He said that anytime Council talked <br />about the Loop, spending money, C.I.D., it just made sense to have the <br />appropriate notice go out, so all the City’s citizens have an opportunity to <br />participate. Mr. Crow stated he would delay his motion until after citizens had an <br />opportunity to speak. <br /> <br />Mayor Welsch said she had four residents requesting to speak so some of our <br />residents knew this was coming up. <br />5 <br /> <br /> <br />
