Mr. Cottc~ said be <br />has asked that serious ccmsia~atic~ be given to generating a 1cm3g-term de- <br />vel~-.~nt plan for Olive Boulevard, and this my be the beginning of that. <br /> <br />motion. After brief discussion, tb~ motion and second were withdrawn. Mr. <br />~a~s clarified that the City would plant the trees; the d~u~dL was being <br />asked to ~ve the asphalt. Mr. Cottel moved to approve the applicant's <br />request to delete tb~ corrlition rec~mlrir~ ~oval of the six foot wide, 97 <br />foot lc~g strip for planting trees, but that Council mlntaln its stipulation <br />that the church improve the area occupied by Riegert Avenue and extend the <br />time l~mit to October 1, 1995. Mrs. Tn~L~ secorr]ed the motion. <br /> <br />Mr. Schonm~r said his first motion as a Plan Cu~assion member 21 y~s ago <br />was to residue larascaping on the same sits, and every occupant since then <br />has been readied to put in landscaping at their own expense; only now is a <br />positive effect beginning to be s~_~n. Fa said be cannot su~x=t the motice1. <br /> <br />Mrs. Schuman askad for clarification about the re~.H~e~alts if the street is <br />vaca~a. Mr. Ollendorff said if Riegert l-ex~ains a public street, curbs and <br />paving must be installed, with half the cost paid by adjacemt owners; if va- <br />cated, it should be paved as a parking area. Mrs. Sch~an felt the current <br />landscaping plan should be i~plenent_~3_, but additicmal time given for <br /> <br />Mrs. ~son did not feel that planting ~ would make the area better. <br /> <br />Mr. Ootton said be wants Olive to have a long-term devel~aLent plan, but is <br />also sensitive to the church's stat--m~nt that it does not have money to do <br />everything the City wants. He felt the church's oa~.itment to c~,~rehensive <br />paving, incl,~g curbs, sidewalks and paved parking lot would go a lot fur- <br /> <br />yield to tb~ reou~mendatic~la of Seccmd Ward councilmembers. <br /> <br />Councilmembers Cotton and ~ voted Aye; (D~uncil-~%bers Adams, Schuman, <br />Schoceer, and Mayor Majerus voted Nay. ~le motion was defeated four to two. <br /> <br />Mr. Schocmer moved approval of the recu,.Lmendation Of the Plan O~mLdssion to <br />approve the planting strip, and to change the dats of ~ements for Rie- <br />gert Avenue to October 31, 1995. Mr. CDttc~ secorr]ed the motion. <br /> <br />Mr. ~a~ms said tba Plan O~..,,i.~sic~ used November 30, 1994 as tba planting <br />dats; he moved to amend that to May 31, 1995. Fur.
