Oottcm felt the residents must have sc~e prutection, as the developer
seem~ to be making threats be would leave the subdivisio~ unfin~-~%ed if an
e~w was required. However, at this point be was not sure exactly what the
residents wan~a. Mayor Majerus t3Kxr3~t tbay want~ the list of ites
cussed at the last meeting c~let_~3__ or revived, but sb~ was not convinced
an escrow was the best way to ensure the work will be dune. She was ai-~kD-
poin~t__ that rDt/ting was d~ne since the last meeting and as~a Mr. Ollendorff
if ha has spoken with the develol:er, Mr. Bruno. ~le City Manager said ba has
not spoken with Mr. Bruno and was w~iting for the ee~uw, but an accelYcable
c~e has not been forthcening.

Mr. ~r~ms did not think it necessary to delay since be felt Council had ell
the info~matic~ it ~nee~_ed, but be was reluctant to k~3ve the esu~w require-
ment unless there was a way to ensure that Mr. Bruno will do what be said he
will do. He elso want~__ a good r~-~<m why Council cam3ot require an es~uw.

Mrs. Thompson a~L~ed and thought Mr. Bruno should be given a time limit to
c~lete the work that both he and the city can work with. Mr. Ollendorff
said he could ask that a c~letion schedule be suhnitt_~__ to tba City.

Mr. Schoem~ said no bank would provide Council with the kind of do~m~nta-
tien that has been requested. He said Mr. Bruno would be happy to meet with

continue with tha project, which is what Council will be voting c~.

Mr. Cottc~ said it would be wonderful if scmmthlng positive came f=~ such a
meeting; however, it seemed obvious that Mr. Bruno is not going to do what he
should have done at the beginning of the project. He hoped the need to
plete the work residents wan~ him to do originally could be corNeyed to Mr.
Bruno, and be still felt an ee~uw should be required.

.Mr. Ollendorff left the meeting at this t~, and Director of Planning A1
Goldman took his place.

O

Mayor Majerus asked Mr. Go]aman if ba knew of a method that could be used to
require Mr. Bruno to f'udsh the list of items ha agree?~_ to do. Mr. Goldman
said en Plat 4, the necessary ite~ can be dealt with throu~ the ke,~ldi.ng
permit and Zoning Code processes; streets must be fiD~hed to provide Fire
Department access; earlier approvals of the entire project incl,~_w~__ sidewalks
