The Commission members discussed if the shingles were approved, would it set up for other clay
tiles to be replaced with shingles and discussed street frontage facades and whether or not the
subject roofs fell under this Code Section.

Mr. Scheidt stated that for repairs to the auditorium, which was not part of the original
construction, harvested clay tiles were used. He added that they were not trying to replace all the
clay tiles on the buildings, just trying to manage leak issues that had occurred since the 1970s
and 1980s.

-Commission members commented on the lifespan of the asphalt shingles and if it would
require repairs later and if there would be any hidden costs. It was stated that it would be
helpful if the contractor being used would have provided cost and lifespan information.

There was discussion about the bidding process and whether or not the School District bidding
process fell under HPC purview. It was stated that the School District had an existing contract
and new bids might not be appropriate.

-There was concern expressed that not all options had been explored and the existing
contract entered into, as well as work done so far, was in violation of Code Section 34-
84.2.

-A comment was made that original buildings should be clay tile or a compatible material.

-It was stated that flexibility in recommendations should be recognized as clay tile was a
prevalent material at one point in time and now it is rarer, as seen in the cost, and the
Commission should allow consideration of that when making decisions. It was also
indicated that the two buildings were not in the view corridor and because of that, the red
shingles would be acceptable.

The Commission members discussed what applied to the Standards. It was stated that discretion
was limited regarding removal of clay tiles and replacement with asphalt shingles.

A question was asked about if the HPC was only considering clay tiles or something compatible.

A comment was made that, adid not
have to be the same material, but a compatible material. So it would not be limited to just clay
tiles, but would have to be compatible in appearance.

have to make a judgment; the guidelines provided the education and instruction, but the HPC
could make its own decision.

Mr. Scheidt stated that the School District wanted to work with the HPC and the City and more
work would be brought before the HPC at a later date including window replacement at Jackson
Park School and a proposed library addition at the High School.

maintaining the buildings.

tm;
E
