<br /> <br />Mr. Greatens also stated that some additional work took place after the denial of the application <br />and the School District was contacted and work was stopped. Mr. Greatens summarized the <br />pertinent Zoning Code Sections including Section 34-77, the requirements for review of a <br />building permit and 34-84, the University City Education Complex Historic District regulations <br />and standards. <br /> <br />Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings which were <br />highlighted on pages four through six in the letter. <br /> <br />Mr. Karl Scheidt, Executive Director of Operations with the School District of University City, <br />addressed the Commission members. He stated that he had been asked to pursue other roofing <br />materials at the last meeting and had prepared a summary of the other material that was <br />submitted for the Commission members. He stated the intent of the School District was not to <br />diminish the historical integrity of the High School building and he was not aware that it required <br />HPC review. He stated that the Code referred to the original construction of the High School and <br />that the rear gymnasium was not part of the original construction. The other gymnasium was a <br />part of the original construction. He stated he was concerned about why the rear gymnasium was <br />part of the discussion. <br /> <br />Questions/Comments from Commission members and responses included: <br /> <br /> <br />-It was stated that the entire building is part of the National Register District which was <br />why the rear gymnasium was discussed. <br /> <br />-A question was asked about the source of the information provided on cost of other <br />materials. Mr. Scheidt stated that it was current industry pricing. <br /> <br />-A question was asked about any additional proposals from other companies regarding <br />roof replacement. Mr. Scheidt stated that there was a significant cost to replace the roofs <br />with clay tile and while it was not the purview of the HPC to consider cost, he was <br />obligated to look at the project from a cost perspective. <br /> <br />Commission members discussed the bidding process with the applicant, the issue of snow or ice <br />falling off the roofs, and of the materials reviewed by the applicant, which were appropriate for <br />sloped roofs. <br /> <br /> <br />-A comment was made that, based on pictures provided of the building and driving around <br />the building, preserving the clay roofs on the gymnasiums is not critical; the red was <br />visible, but it was not a strong architectural feature like on the front of the building, and <br />that the material proposed would be acceptable on the back area of the building as <br />proposed as it was not very visible from the streets. <br /> <br />-A question was asked about whether or not the roofs applied to the standards and the <br />significant elements mentioned in the standards. If it applied, the roof should either be <br />replaced with clay tile or with material compatible with clay tile. So there were two <br />issues whether or not the standards applied to these roofs; and, if yes, the <br />recommendation should be either clay or something that would look like clay. <br /> <br />tm; E <br /> <br />
