<br />Commission members were asked if they had any questions. Ms. Lewis asked if the grassy area <br />in the Ferguson Ave. area will be cut out to incorporate sidewalks. Tim said yes, the plan <br />recommends that all streets and all sidewalks will be upgraded and sidewalks will be provided <br />where they are missing and that all sidewalks and curb cuts meet, at a minimum, ADA standards. <br />Lisa Greening asked if the $14.6 million cost for curb and sidewalk improvements included <br />Ferguson Ave. Mr. Breihan said yes. Nova Felton asked if there was traffic volume count on <br />Canton. Tim said it was determined by a field survey and not scientifically counted because it <br />was not within the scope of the plan. Tim also clarified that cars will be able to drive on all the <br />streets. Cirri asked for the difference between a field study and scientific study. Tim said that a <br />scientific traffic study would involve a person standing on a corner with a manual counter to <br />count the car passing. A field traffic study would involve biking or walking the street for <br />specific amount of time over several visits and making a judgment on what was observed. Ben <br />Senturia asked if there were any modifications to the zoning codes necessary for this plan. Tim <br />ope of the planning process. The plan only focused on public right-a- <br />the zoning laws need to be looked at and probably rewritten to make the city friendlier for <br />pedestrians and cyclist. <br /> <br />Staff Comments <br />Andrea Riganti, Director of Community Development, stated the Bicycle and Pedestrian Master <br /> <br />Plan was being brought before the commission as the bodytoreview andapprove the physical <br />improvements to the city. This plan is considered a stand-alone document therefore, is not a <br />comprehensive plan amendment and we are not revising the plan. Staff is recommending this <br />plan be adopted as a supplement to the plan and that it be reviewed again with the next iteration <br />of the Comprehensive Plan for incorporation. Staff is recommending approval. <br /> <br />Ms. Moran stated she thought the plan was fabulous but had concerns about the route through <br />private subdivisions. Mr. Breihan stated that the subdivisions and the city would need to work <br />together and have an ongoing partnership. <br /> <br />Sarah Hanly spoke regarding the bike and pedestrian route through the private subdivisions. Ms. <br />Hanly agreed a partnership would need to be made. <br /> <br />A motion to adopt the University City Bicycle and Pedestrian Master Plan was made by Ben <br />Senturia and second by Lisa Greening. Motion carried. The plan will be forwarded to City <br />Council for action and a public hearing will be required to adopt the Comprehensive Plan. <br /> <br />Public Comments <br />None <br /> <br />Annual Election of Officers <br />Lisa Greening nominated Deidre Lewis as Chair. Motion carried. <br />Ben Senturia nominated Linda Locke as Vice-Chair. Motion carried. <br />Ben Senturia nominated Cirri Moran as Designated Alternate.
