<br />worked with the property owner to the east to address his concerns; the parking lot <br />construction created six additional parking spaces, bringing the total to 14 spaces to serve <br />the seven-unit building. <br /> <br />-A question was asked about any communication with surrounding residents. Mr. <br />Palitzsch stated that there was communication with surrounding residents including Mr. <br />Barron to the east and the property owner to the south. A portion of the property to the <br />south was purchased for the parking lot construction. <br /> <br />Staff Comments <br />Mr. Greatens stated that a resubdivision of this type would go straight to the Final Plat process <br />and did not require Preliminary Plat submittal. He stated that the proposal met all requirements <br />of the Zoning Code and Subdivision Regulations and that a variance had been approved by the <br />Board of Adjustment to allow 14 parking spaces to serve the building in lieu of the 15 spaces <br />required by the Zoning Code and that staff recommended approval of the Final Plat. <br /> <br />A motion was made by Mr. Senturia to approve the Final Plat. The motion was seconded by Ms. <br />Locke and carried unanimously. <br /> <br />Mr. Greatens stated that the Final Plat required readings at two City Council meetings as it was <br />required to be approved by ordinance. <br /> <br />Other Business <br /> <br />Habitat for Humanity Blighting analysis and redevelopment plan (6500 Block of <br />Plymouth Avenue) <br /> <br />Ms. Riganti provided an overview of the proposal. Phase 1 consisted of new homes on Bartmer <br />Avenue and Crest Avenue. The current proposal was for Phases Two and Three and located in <br />the 6500 Block of Plymouth Avenue. She stated that the request was for the Plan Commission to <br />review the redevelopment plan to determine conformance with the 2005 Comprehensive Plan <br />Update. The redevelopment plan guidelines were outlined in LCRA (Land Clearance for <br />Redevelopment Authority) Law in the Missouri Revised Statutes. The precursor for the request <br />was a blight analysis. She stated that City Council would make the final determination to declare <br />the area blighted, and a redevelopment plan had to be in place to address the blight, all of which <br />was outlined in the law. She stated that the study area included eight properties on Plymouth <br />Avenue, a single family residential area, zoned SR. The redevelopment plan consisted of the <br />construction of eight single family residences. Building permits were obtained and the material <br />included a rendering of the proposed houses. <br /> <br />Paul Meier with Habitat for Humanity St. Louis addressed the Plan Commission. He stated this <br />was the second phase of three phases proposed in University City to the north of Olive <br />Boulevard and east of Kingsland Avenue. He stated that the previous phase consisted of two- <br />story houses and Phases Two and Three consisted of one-story houses that fit more with the <br />surrounding neighborhood. The houses would be built to LEED platinum specifications. He <br />stated they were requesting approval of the redevelopment plan. <br /> <br />tm; šE <br /> <br /> <br />
