CITY COUNCIL STUDY SESSION MINUTES <br /> <br />Saturday, February 1, 1997 <br /> <br />Mayor Adams called the session to order at 8:35 a.m. in the Library Board Room. Those present <br />in addition to the Mayor were Councilmembers Munkel, Schoomer, Wagner, Thompson and <br />Lieherman. Councilmember Ware joined the meeting at 9:25 a.m. and Councilmember Thompson <br />left the meeting at 9:57 a.m. Also present was City Manager, Frank Ollendorff. <br /> <br />Council reviewed and discussed the following items: <br /> <br />Encourage living memorials to city residents, with guidance from City Forester, such as <br />trees, 8roves and gardens in city parks with appropriate non-obtrusive markers, e.g. park <br />benches. Accreditation plaques to individuals that assist the City in funding <br />improvements, such as funds contributed in refurbishing city rooms, etc. Naming of public <br />facilities is appropriate only for mayors. Council directed City Manager to obtain <br />preliminary alternatives from Historic Preservation Commission for Civic Plaza monument <br />design and bench placement. Name plaques on monuments will only be considered if <br />compatible with ideal design. Councilmembers asked that clear guidelines be prepared for <br />review and final adoption. <br /> <br />Requested review &displaying current Councilmember photos and plaque with names of <br />all past Councilmembers. 't n q4M. e.,vo,~0o31~ 0_D.a.,vv~. <br /> <br />Discussed the enforcement of traffic and parking regulations on private streets. No new <br />signs, enforcement action or ordinances were requested. Continued enforcement of truck <br />parking rules on a complaint basis was deemed appropriate. Also found to be in order was <br />continued enforcement of state laws ranging from parking for disabled to reckless driving. <br /> <br />Reviewed proposals and citizen ideas for the Green property at Kaufman Park. Agenda <br />item should be prepared indicating Council encouragement of the Green Center project if <br />funding is found for improvement and maintenance. Conservation and nature area uses <br />were deemed most appropriate. Staff should work with University City Children's Center <br />in finding a more appropriate site. Use of the building as a conference retreat center was <br />discussed. Councilmembers requested a proposal for funding a building improvement cost <br />study. Disabled access should be reviewed. Green Committee should be encouraged to <br />contact State legislature and departments for funding in addition to private donors. <br /> <br />Councilmember Schoomer moved awarding Delmar Parking Garage inspection and testing <br />contract to SCI Inc. Based on low hourly rate and qualifications. Seconded by Councilmember <br />Ware. All aye-motion carded. <br /> <br />Councilmember Schoomer introduced bill number #8317 - Approving the issuance of a note in the <br />amount of $100,000 payable to the IDA and authorizing the City Manager to execute same. <br />First reading by Frank Ollendorff. <br /> <br /> <br />
