<br /> <br />UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />5th floor of City Hall <br />6801 Delmar <br />September 23, 2013 <br />5:30 p.m. <br /> <br />th <br />The City Council Study Session was held in the Council Chamber, 5 floor of City Hall, on <br />September 23, 2013. Mayor Shelley Welsch called the Study Session to order at 5:34 p.m. In <br />addition to the Mayor, the following members of the Council were present: <br /> <br />Ms. Paulette Carr <br />Mr. Steve Kraft <br />Mr. Michael Glickert <br /> Mr. Terry Crow <br /> <br />Mr. Arthur Sharpe, Jr. and Mr. Byron Price were excused. <br /> <br />Also in attendance were City Manager Lehman Walker and the Director of Public Works and <br />Parks Rich Wilson. <br /> <br />Mayor Welsch opened the Study Session asking for any changes to the upcoming Council <br />meeting agenda. <br /> <br />Mr. Glickert asked about the duplication under New Business, numbers 15 and 16. It was noted <br />that it was already recognized and the agenda was corrected. <br /> <br />Mr. Walker noted that Boy Scout Troop 493 would be in attendance, working on their citizenship <br />badge. Next under Public Hearing Mr. Walker asked to add a public hearing, which was <br />advertised, for the property tax rates. He noted that every year the City is advised by St. Louis <br />County of the tax rate with a notice too late in order to work in at regularly scheduled Council <br />meetings. Therefore, Mr. Walker asked to add a resolution for Council’s consideration dealing <br />with the property tax rates. He noted it was advertised in the St. Louis Post Dispatch and <br />posted at the library but was not on Council’s agenda. Mr. Walker noted that there were no rate <br />changes from last year. He said the options for Council were to consider it this evening or have <br />a special meeting, as St. Louis County needed the information by October 1. Mr. Walker stated <br />that it can be adopted by an ordinance, a resolution or a policy statement and recommended <br />Council to adopt the tax rate by a resolution. <br /> <br />Mayor Welsch asked if what he proposed was an addition of a public hearing and a resolution <br />under New Business to adopt the property tax rates proposed. <br /> <br />Ms. Carr asked Mr. Walker if Council normally has people come to ask questions. <br /> <br />Mr. Walker stated he could not recall anyone except Mr. McCarthy spoke on some issue about <br />the property tax rate in terms of the timetable. <br /> <br />Mr. Kraft asked if the City set the rate on the Economic Retail Sales Tax too, to which Mr. <br />Walker said No as that is considered as a sales tax. Mr. Kraft stated if a C.I.D. were to exist <br />maybe the City would want to adjust some of these rates, which would be his only concern. <br />1 <br /> <br /> <br />
