<br /> <br />Mr. Walker said that would be a separate issue. <br /> <br />Mr. Crow said his concern was the citizens’ concern concerning Council’s notices for public <br />hearings. He said if was not on the agenda even though it was published in the paper, his <br />thought was not to add it. <br /> <br />Mayor Welsch stated she might feel that way too if it had not been posted at the library and in <br />the paper. She noted that Mr. Durke at the Missouri Municipal League conference did say <br />Council can amend the agenda if the minutes reflect why it was changed or if it was an <br />emergency and would be noted in the minutes as to what the emergency was. <br /> <br />Mr. Glickert said if it was an emergency, Council would have to have a unanimous vote. <br /> <br />Mr. Walker stated that he did not address it as an emergency but the City has a legal opinion <br />that the agenda until Council adopts it, is a draft agenda and items can be added or deleted until <br />voted on. <br /> <br />Mayor Welsch turned the meeting over to the City Manager Mr. Walker. <br /> <br />Mr. Walker addressed the study session subject of the City’s street sweeping policy. He said <br />the Public Works department put together a presentation with recommendations with respect to <br />street sweeping. <br /> <br />The Director of Public Works and Parks Rich Wilson spoke on the City’s street sweeping policy. <br />He noted there have been numerous questions on street sweeping policy, so the presentation <br />covered why the City sweeps street and what the City’s Charter says. He noted there were <br />seven basic reasons to sweep: <br />1. Appearance <br />2. Reduce street flooding – prevents storm water drains from getting clogged. <br />3. Improve water quality – pollution from streets gets into streams. <br />4. Improve air quality – pollution from pollen and dust falling. <br />5. Safety – debris on roads making unsafe for bicycles, motorcycles and skidding of cars. <br />6. Municipal separate storm sewer system (MS4) permit requirements – follow EPA <br />guidelines of reducing amount of pollution into the streams as critical. <br />7. Green pavements are good for water infiltration but need to be swept and vacuumed. <br /> <br />Mr. Wilson spoke on what the City had done and what is presently being done. <br /> <br />Mayor Welsch asked if the City reviewed alleys on a rotating basis as she has received <br />complaints from residents whose property backs to alleys, stating they do not get the attention <br />that is needed. She would like to see the City come proactive instead of residents calling in to <br />complain. <br /> <br />Mr. Wilson noted the street department did not have a regular routine but they have been <br />driving through alleys on a random basis, being proactive in removing debris. <br /> <br />2 <br /> <br /> <br />
