<br />Mr. Glickert stated he grew up on an alley and it was his understanding that this policy was set <br />by another Director of Public Works. He asked if Mr. Wilson would be willing to look at it and <br />see if a change could be made. Mr. Glickert asked if the alleys could be put on a program as <br />are streets. He noted he saw a significant difference between first ward alleys and third ward <br />alleys. <br /> <br />Mr. Wilson said the whole thing as to how much can be done is dependent on cost. <br /> <br />Ms. Carr asked about bike trails listed for sweeping, if they were not trails on public roads, to <br />which Mr. Wilson agreed. <br /> <br />Mr. Wilson noted in bulk leaf collection, private streets were included. He said the residential <br />sweeps were done three times a year in May, July and September, which has not included the <br />private streets. Mr. Wilson said the commercial areas are the Loop, Civic Plaza, Loop North <br />and Loop South are done four times a week. <br /> <br />Mayor Welsch asked if the state swept the other commercial areas like Olive. <br /> <br />Mr. Wilson said he would think the state does but maybe only once a year. <br /> <br />Mr. Glickert noted that the City has some major arterials that are used on a daily basis and he <br />has not seen a sweeper on Olive Street Road and would like to know what the frequency was. <br />He said the County did a good job on their roads. Mr. Glickert asked if the street sweeping of <br />Delmar in the Loop could be done during non-prime traffic hours. <br /> <br />Mr. Wilson said that he felt that there were things that could be done better and he has slowly <br />been implementing them. <br /> <br />Mr. Wilson next spoke on street sweeping on Special Routes, known as the collector streets <br />and multi-family streets. <br /> <br />Ms. Carr asked to verify that now the street sweeping would be done twice a month instead of <br />every Wednesday-Friday. <br /> <br />Mr. Wilson said they are now recommending only once a month. He next spoke on the <br />department’s recommendation using the best management practices. <br /> <br />Ms. Carr asked if the City had two bulk leaf pick-ups, once in the fall and in the spring, which Mr. <br />Wilson agreed. She said two of the sweepings were done for private subdivisions which Mr. <br />Wilson agreed. <br /> <br />Mr. Glickert thanked the City for putting trash containers next to the bus kiosks to help eliminate <br />debris being thrown in the streets. <br /> <br />Mr. Wilson next provided a rough cost estimate to do the street sweeping. He stated it takes <br />eight-tenth of an hour to sweep one mile of street on both sides. He noted with the older <br />3 <br /> <br /> <br />
